B'luru rain wreaks havoc in M'luru veggie markets

What we need is 'Pashchima Vahini' to grow vegetables locally instead of importing vegetables. I have already posted that to decrease traffic across westernghats, hence to curb ever increasing need for expanding roads or railways, we have to reduce requirements of transportation. There are a few ways to do this. Let me summarize them again.
  • Local production - Grow vegetables and grains locally. Manufacture FMCG goods locally from locally available resources. And more & more use of local agricultural products and manufactured goods.
  • Distributed administration - Karnataka has identified need for more districts & taluks. But the country has not identified need for more states. The traffic to the state's capital city can be reduced by creating more capitals. with this more stress & encouragement to federal administration will even reduce the burden on country's capital.
  • Digitization can help in reducing need to travel to the capital city.
  • Reverse migration - Imagine we create enough job opportunities to the people migrated (15 lakhs approximately as per my guestimation - considering not only IT industry but others like film/entertainment, banking, hospitality etc) from the coastal region to the parched city and encourage them to come back. That will reduce the need for travel to meet relatives. But a side effect may be reduced air travel which may be considered as bad by economists but environmentalists don't have objections.

Look at Mangaluru MP. He is showing least interest in developing Mulki as 'Marine Knowledge City'. If Mulki was in the parched city would he have treated it in the same way? I have already posted importance of bringing a 100 acres branch of NIOT to Mulki. I want to post a lot of things on NIOT and marine researches so that India is benefitted but our local politicians are least interested in development of India. Why we have elected such type of politicians? Has Mangaluru MP at least fixed a day for laying foundation for Petroleum/Petrochemicals University?

Actually mistake is of 'TuluAppe' (तुलुअप्पे)! After giving birth to a great statesman like Srinivas Mallya she has stopped giving birth to any ferocious politicians. Gone are the days she produced brave leaders like Kotti-Chennayya, Tulunada Siri, Rani Abbakka, Martyrs of Bikarnakatta, Attavara Yellappa, Karnad Sadashiva Rao. Look at the kind of politicians produced by Tulunadu is recent times. It produced two useless chief ministers. One ran away from Tulunadu after being defeated in election without introspecting why he was defeated, why he did not contribute much towards growth of Tulunadu when he was chief minister and what he can do to regain Tuluvas confidence back. Other one was worst, ran away being afraid of defeat in an election itself! One of them may be showing a little bit interest now as he is interested in launching his son from Tulunadu & hope he will serve Tulunadu now at least in a better way! Other one anyway may lose his ministerial post soon and then only can realize that a person who can not serve his place of birth can not serve country also.

How about developing 'Water Traffic Control System' integrating all types of water transportation including for 'Boat Rapid Transit System'? In case of seaplane issue would be handing over to/from 'Water Traffic Control System' from/to 'Air Traffic Control System' during landing and takeoff on/from water if highspeed boats or other watercrafts operate in same area. Good that meeting on IT opportunities was held in gulf countries. There are a lot of ICT related stuffs Mangalore can do in Gulf Countries as I posted earlier. What we need is an expert team in Building Automation & Home Informatics. Mangalore can come up with its own ICT network conecting all engineering colleges including AIMIT similar to SCCN or NAIN to build educational infrastructure to create man power to serve Gulf countries in Home Automation sector. (check the end of post #352 below) Let me also add this to the next post on Analytics (Artificial Intelligence) educational infrastructure requirements. I don't know why the central or the state government didn't think of ICT network for startup coast engineering colleges or at least include a college in SCCN! Though Incubation Centre in Mangalore can be used there is nothing like learning at college campus by automating entire campus.

About 348 acre land is available in Bykampady. If the KIADB distributes at least half of the land, then it would benefit the SMEs in the region, she felt.

Vathika said that KCCI will continue to represent to the authorities concerned to shift the CRZ headquarters to Mangaluru instead of Bengaluru. "Its presence in this coastal area is what is required and not in a city which has no coastline at all," she said.
Even MRPL, MCF, KIOCL headquarters should be shifted to Mangaluru.

Summa: Airports Authority of India has proposed to the state government to suggest a new site for international airport. The study is going on at the chief secretary level to build new airport at Padubidri.

Irrespective of whether both NH-66 & NH-75 are Economic Corridors coastal Karnataka will have only one 'Mangalore Coastal Economic Zone' for all its domains of excellence like petrochemicals, marine, healthcare, tourism including medical tourism, agriculture & food processing etc. And it is becoming more & more certain that Padubidri is going to be international airport for this economic zone. MANGALURU: Road connectivity on the 37-km stretch of National Highway between B C Road and Surathkal is in for a major facelift under the union government much touted Sagarmala project. The proposal comprises constructing parallel flyovers, additional underpasses, widening of the NH at identified stretches, reconstructing bridges and strengthening the highways and service roads, Dakshina Kannada Member of Parliament Nalin Kumar Kateel said on Wednesday.

Interacting with reporters on the sidelines of a function to dedicate the road under bridge on the Bengaluru-Mangaluru National Highway 75 at Padil, Nalin said union government has given in-principle approval for upgrading above stretch of NH. The entire project will cost about Rs 500 crore, Nalin said, adding a prominent work proposed is to upgrade 7-km asphalted stretch between Baikampady and Lohitnagar in the city in to an 11-metre wide concrete road.

This has been done considering the high density of traffic on the stretch, the MP said adding the carriageway of the remaining 30 km stretch will be further strengthened as an asphalted road. The parallel fly overs will be constructed at Surathkal, Kottara Chowki and B C Road which presently have one-way fly overs. In addition, vehicular underpass have been proposed at Honnakatte near Surathkal and at Panambur, home to New Mangalore Port administrative office.

Likewise, a grade separator at Karnataka Polytechnic Junction and overpass has been mooted at Nanthoor Junction as there was a pressing demand for these facilities to ease the perennial traffic congestion caused in their absence, he said. Other works proposed include widening and strengthening service roads, constructing new service roads at identified stretches between Kottara Chowki and Surathkal, rehabilitation of minor bridges at Brahmarakootlu and Arkula.

The two existing bridges across the Phalguni River at Kulur too will be reconstructed. The existing road over bridge at Baikampady will be reconstructed, the MP said adding the National Highways Authority of India is in the process of getting necessary approvals for the works to take off. Earlier, at the function, Nalin said NHAI has chosen a contractor for operation and maintenance of the 37 km stretch at an estimated cost of Rs 10 crore till works under Sagarmala project started.

Oh man, the reports above say a different thing. But, I think whatever effect will be less in Mangaluru than Mumbai even though rise in level is a bit more. Mumbai average elevation is 14 meters where as Mangaluru average elevation is 22 meters. If sea rises at a rate of 1.598 mm per year then it will take 13767 years to reach the height of 22 meters. If sea raises at 1.526 mm per year then it takes 9174 years to reach the height of 14 meters. Suppose ice melts at a faster rate then proportionately number of years will decrease. And note that average elevation of Kakinada is 2 meters, Chennai is 6.7 meters, Kolkata is 9.1 meters (?). So eatern coast will submerge faster than western coast. No report available on Kerala or Goa I think. {1,2,3}.

Conclusion, at average elevation of 22 meters it will take more time to merge if sea level raises at 1.598 mm per year & Mangaluru will take more number of years to submerge than Mumbai, Chennai or Kolkatta even if rate of raise of sea level is lower in these places.

I think most affected areas of Mangaluru will be Tannirbhavi, Mukka, Ullal beaches depending upon their elevation.

I think Mangalore University has plan to work on this in their proposed Belapu facility. We also need a watch on how MRPL desalination plant will effect marine biodiversity.

Listing what are essential subjects on 'analytics' (Artificial Intelligence) to be taught in Mangalore according to me.
  1. Centre of Excellence Health/Medical/Clinical Informatics at proposed NIELIT.
  2. School of Finance & Analytics at Mangalore University College.
  3. School of 'Oil & Gas Informatics' at suggested IIPE (Petroleum University).
  4. School of Aquaculture & Analytics at Fisheries College.
  5. School of Tourism & Analytics (e-tourism).
  6. Centre of excellence for 'Drug/Pharmacy Informatics' & Pharmacoinformatics including 'Marine Pharmacology Informatics' at suggested NIPER.
  7. Centre of Excellence for Materials Science & Engineering with Materials Informatics, Biomaterials Informatics and Nanoinformatics at NITK (Tulunadu & India needs a very strong team of material, nanomaterial and biomaterial scientists).
  8. Maritime Transportation & Logistics Informatics (Water Traffic Management) at proposed Indian Maritime University (IMU). Either IMU or NITK should have facilities for training in Computational Engineering Design & Informatics.
  9. School of Commerce & Analytics (e-commerce).
  10. School of Education Informatics & Innovations (e-education).
  11. Institute of Home Automation & Analytics {1}

Currently we have Geoinformatics teaching facilities at Mangalore University & NITK and Bioinformatics in Aloysius, NITK and then Health Informatics in Nitte and Manipal universities in Udupi district. Cheminformatics is used by them mainly for drug design. Computational Engineering & Informatics for ship design and Manufacturing Informatics tools may be already available at NITK and Maritime Transportation & Logistics Informatics may be already available in Manipal University. NITK also teaches compuational science/mathematics.

I don't know currently to what an extent facilities are available for teaching Health Informatics or Bioinformatics & Cheminformatics. We need fullfledged 'Centre of Excellence for Health/Medical/Clinical Informatics', 'Centre of Excellence for Biomaterials Informatics' and 'Centre of Excellence for Pharmacoinformatics'. The Centre of Excellence for Health/Medical/Clinical Informatics listed above not only cover all aspects of it & most importantly whatever needed for regerative medicine R&D but could also include alternative medicinal domains like Ayurinformatics, Siddha Informatics etc. But 'Siddha Informatics' can be a part of National Institute of Siddha or NIPER. NIPER should also cover 'Marine Pharmacology Informatics'. The knowledge of Cheminformatics can be useful for non-pharmaceutical chemical R&D also. Nanoinformatics for Nanomedicine & other applications. Optionally NIELIT/BEERI can teach all of these informatics. Other options are Nanoinformatics at proposed Belapu PG Centre and Biomaterials Informatics at proposed CIPET.

Even generalized 'Manufacturing Informatics' (Manufacturing Resource Planning)(or else NITK facilities should be strengthened to cover all types of industries) can be covered separately other than 'Oil & Gas Informatics' as there is plan to develop 'Mangluru CEZ' as a manufacturing hub for food processing, heavy engineering, non-petroleum chemical industries like pharmaceutical industries, medical devices (I am not sure whether the government classify medical devices under pharmacy. The decomposition of economic model is generally reflected on how it splits responsibility among ministries. In one of my next posts I will try to come up with a raw diagram for decomposed 'Mangaluru CEZ' Economic Model.), FMCG, other small/medium/large scale manufacturing industries & self-help group run industries.

Aquacultural Informatics & Aquacultural Information Management at Fisheries College or any of management school like AIMIT or SDM College of Business Management along with Economic/Business Informatics. Earlier I posted this one as Fisheries Informatics & Fisheries Information Management. (Our focus will be now on Maricultural Informatics & Maricultural Information Management. Only difference between 'Fisheries' and 'Aquaculture' is searching for fish schools & hunting). On the other hand, this one could be taught as a part of Agricultural Informatics and Agricultural Information Management itself if we want to cover whole agricultural domain along with horticulture.

Water Traffic Management should cover Highspeed Boat Transit System.

One of the domains which is important for Mangaluru is real estate. 'Real Estate Informatics' can use artificial intelligence for helping all stake holders like builders, constructors, architects, suppliers, logistics providers, agents and clients. As far as 'Construction Informatics' is concerned it is specialized 'Manufacturing Informatics' were manufacturing site shifts from one location to another location with time. For builders, agents and clients it is commercial (e-commerce) activity (and even for constructors, architects, suppliers, logistics providers). And also there is some financial stuffs like any other business/economic activity. 'Real Estate Informatics' domain is not listed above because with the knowledge of other domains people can manage this domain. 'Home Informatics' and 'Architectural Informatics' are separate subjects. To add more to the discussion we have enough 'Virtual and Augmeneted Reality' {1,2} expertize (animation experts) to serve Real Estate domain. CREDAI Mangalore can think about 'School of Real Estate & Analytics'.

In addition, 'Scool of Sports Informatics' can come up along with sports schools & sports institutes at proposed 1000 acres Sports City in Panjimogaru.

'Institute of Home Automation & Analytics' and 'Institute of Robotics & Artificial Intelligence' can be combined together and called 'Institute of Automation & Analytics' or 'Institute of Automation & Artificial Intelligence' and can provide education in home automation, hospital automation, office automation, ship automation, industrial automation, mechatronics/robotics, HVAC etc. Robotics (& mechatronics) inclusion is justified as 'Robot on Internet' (or 'Mechatronic on Internet') is the new trend like IoT. Imagine a mariculturist controlling a marine robot sitting some where else. Institute can also be called 'Institute of IoE' or it can be a department of NIELIT called IoE Department or department of home automation, department of mechatronics/robotics etc and better to leave ship automation as a part of IMU or NITK.

One of way to combine schools of manufacturing, finance, commerce etc is to call them 'School of Goods & Services and Analytics'.

'School of Education Informatics & Innovations' can also be called 'Institute of Education Planning & Innovations'. It should help in planning for all types of educational innovations needed for 'Mangalore CEZ' and beyond. It should help in bringing innovations in nursery, lower, higher, rural & urban educations. {1,2,3,4,5,6,7,8,9,10,11}.

There are also options of teaching so many other specialized informatics subjects like Legal Informatics, Regulatory Informatics (against 'Regulatory & Legal Issues & Mangament' educational course suggested earlier against Biomedical Engineering Education & Research Institute (BEERI) for biomedical device manufacturing which has stringent & complex regulatory requirements as it is a safety-critical domain. For examples, FDA, EMA or CDSCO regulations. Even Water Traffic Control System is a safety-critical domain though regulatory requirements are yet to be developed fully except may be for port & shipping regulations. The pharmaceutical products have to be manufactured under stringent regulations. And also business-critical domains like finance will have its own stringent regulatory requirements. For that matter every domain including real estate has regulatory requirements but not that complex as safety/mission/business-critical domains. Still with home automation real estate may become a more security-critical system.), Computational Informatics, Urban Informatics, Rural Informatics, Architectural Informatics, Space Informatics, Weather Informatics, Environmental Informatics, Earth Science Informatics, Art & Cultural Informatics, Music Informatics, Film Informatics (School of Film Studies can come up at Kapu Film City, Udupi), Social Informatics, Transportation Informatics, Aviation/Flight Informatics (Air Traffic Management), Energy Informatics (can come up along with 'Oil & Gas Informatics' at IIPE), Reliability/Safety/Maintenance Analytics, Predictive Informatics, Research/Innovation Informatics, Astroinformatics, Linguistic Informatics (CLIL R&T Centre, Manipal), Food Informatics (Food Nitrition Informatics along with Health Informatics), Textile Informatics, Fashion Informatics, Mining Informatics (at NITK) or more generalized Economic/Business Informatics (Enterprise Resource Planning) itself. (I think AIMIT is focusing on Economic Informatics already. Sahyadri has Aptra). I have listed above what I felt important for Mangaluru CEZ's 'Domains of Excellence'.

Coming to 'Space Informatics', we may use satellites for Aquaculture/Mariculture/Fisheries Informatics and in general Agricultural Informatics. Then for Transportation Informatics like Water Traffic Management (WTM), Urban/Rural Informatics, Telemedicine/Telehealth etc. And 'Space Informatics' is also useful for identifying all kinds of economic resources within Mangaluru CEZ and would be part of entire 'Economic Informatics'. Good that we will have 'Space Informatics' experts at Alvas Engineering College soon. I think Alvas are initially aiming for Agricultural Informatics with their first satellite. (including mariculture?). We can also think of using satellites for building 'Environmental Informatics' of sea, coastal & westernghat region.

A 'School of Computational Earth Science & Informatics' with 'Environmental Informatics' or 'Ecological Informatics' at Belapu facility of Mangalore University will be useful to study effects of development projects like offshore turbines, desalination plant, Mangala Corniche or Pashchima Vahini on marine, lentic/lotic & terrestrial ecosystems. (as biodiversity study is identified for Belapu centre) {1,2,3}. What I am more interested is effect of vented dams on lotic ecosystem and whether we can reproduce that ecosystem in canals if we maintain a steady flow from vented dams to canals throughout the year. (What is important for vented dams and canals is preserve some area around them for aquatic flora that support aquatic fauna, Probably many of these aquatic plants also have medicinal value. So we can have aquatic medicinal plant horticulture also.) Finally we have to have a computational/animation model for marine, coastal & westernghat ecosystem.

I guestimate all (12 - 1) Informatics/Analytics schools/institutes or centres of excellence put together will cost around Rs. 1000 crores. (-1 because budget for Financial Analytics school is separate. Health Informatics needs more than Rs. 500 crores). If we assume that all informatics schools, NIELIT, NIPER, IIPE, CIPET, IMU, NIOT, NIOS put together costs Rs. 6000 crores then we are spending 5% of Rs. 1.2 lakh crores NH-75 Economic Corridor investment on building Educational Infrastructure in Mangalore. It may go upto 10% if we add educational infrastructure needed in Udupi & Uttara Kannada for 'Mangaluru CEZ' including skill development infrastructure. But whatever infrastructure built on the foundation of educational infrastructure will last for a long time! What we get in return is deeper theoretical understanding of our 'domains of excellence', boost to product based IT startup industry (may not be in all areas listed above in the list of 12 but a selected few domains like finance informatics, selected subjects of health informatics, manufacturing informatics, commerce informatics, tourism informatics, education informatics, home automation and robotics) and also IT products to serve microeconomy. Let me say we should be able to model & develop both microeconomy and macroeconomy as a single 'Mangaluru CEZ Enterprise' and then the country also as a single enterprise.

Note: Computational Modeling/Simulation is assumed in all. For example, Business Informatics means Computational Business Analytics, Nanoinformatics means computational nanotechnology & nanoinformatics,

How about demanding IIPE (Indian Institute of Petroleum & Energy) compulsory before MRPL's 1000 acres expansion plan?

I don't know whether proposed 'Central Command Centre' for Smart Mangaluru is planned to address things like climate change or disasters. I also don't know which local college is involved in urban planning for Mangaluru.

Whether Alvas are involved in disaster map {1} or climate change map {1,2} which NRSA may be developing as a part of national land use and land cover mapping. I think even Mangalore University or NITK with their Geoinformatics knowledge can come up with a map and develop ‘predictive model’ (predictive analytics) for Mangaluru & coastal Karnataka. (when will Mangalore University grow from geoinformatic to computational earth science & informatics?).

We have to understand Urban Heat Islands in the context of Pashchima Vahini (Seaweed cultivation is not an issue as sea evaporation was always there). We also have to plan for coastal defense and natural resilience against climate change.

What we want is a multidimensional animation map of the city predicting 'land going under sea against time' and 'microclimate changes due to new urban constructions'. (the map will go on improving and give more precise predictions as Earth Science Computational Modeling techniques matures in future). Mangaluru should have good predictive analytics and preventive measures capabilities of urban, architectural & microclimate planning. (I think currently Indian urban institutes are working only on computational transportation planning). In addition, if the map can also help in rural and agricultural/maricultural planning also then it would be great.

The government should issue permission to construct building (especially skyscrapers) only after studying disaster proneness and the effect of the building on microclimate of the city. Multidimensional animation application/tool should enable this. All our development works along sea or river banks targetting next 100 years should be above 3 meters from current high tide level of sea & backwater with a assumption that sea rises by 2 meters in next 100 years. Like Delhi airport proposed Padubidri airport should not get flooded by river or sea at least for next 100 years. Seaport, marina & other water based transportation infrastructures which are not covered by CRZ rules have to be developed with due care. While developing city as per Transit Oriented Development norms due consideration has to be given to street geometry factors effecting microclimate. Mangaluru should be climate change resilient and should contribute zero to climate change.

Terrace gardens, solar roofs, water bodies, greenspace/trees (with ensured availability of ground water), green buildings are the way to overcome UHI effects. Microclimate of the city should be controlled against street canyon effect as Mangaluru is growing vertically. The city should be designed so that its highrises have enough space inbetween to allow smooth flow of air through each nook & corner.

What we have now is a NGO monitoring pollution level. We need a study group (could be from Mangalore University or NITK if not a separate institute on urban informatics) for monitoring ground water level, UHI/UCI effects, sea level, street canyon effect etc and model extreme rainfalls (Mangaluru is supposed to get weather radar, 'Rapidly growing Indian cities may face extreme rainfalls') if Central Command Centre does not do all these things. {1,2,4,4,5,6}.
