Its not just the waviness, but its highly distortive and even blurry. In such a "neo-modernist" building, you're want less distortion or playfullness. Even Smith has admitted that the glass was probably below his expectations.
As far as the more important design, the over used setbacks and the "drunken" zig-zagging of the tower kills a lot of the verticality, not to mention its emphasized by the stripy vent-ish things. Not to mention that Smith still claims they reference local buildings
The setbacks that wrap around the building are small and superficial and the triangle backside is a bit on large end.
The building is comming into its own as it gets taller and more proportionate. But, I really like the garage (despite the fact that it ignores the tower its attached to) and the "modernist umbrellas"
