Any idea why the ceiling height on the 3rd floor looks lower than all the others?

Is it just me or is this not quite looking like the actual design just yet? This was 4 floors total but the top two were off-center 'blocks'. I wonder how the rest of this pans out.

In this recent picture by SekishikiMeikaiHa you can see how the 4th level is skewed from the first 3 levels. The 5th level will be the one with the noticeable cantilever design.

Perhaps as a poorhouse for the overburdened taxpayer who is stuck with the bill for Queen Judith's extravagant indulgence. That is, unless she convinces HRM to refit it for use as her own personal palace.

Actually, I hear it is all going to be decalomania of various images of Queen Judith so her subjects can marvel at her.
