Spring Lake proper is not currently being annexed by either city. Payson and Sataquin are both interested in the undeveloped land west of Spring Lake and possibly Spring Lake proper, and Payson City actually owns the lake itself.
Payson City Council and Santaquin City Council recently sat down to begin discussions about drawing a "line in the sand" of where each city will annex. Not that this will do any good really because Santaquins previous annexation policy plan, which is filed with the county (every city has one) didn't stop them from annexing about 1400 acres beyond that plan, last year.
One major issue is that a large number of land owners south of the proposed line in the sand, have no interest in ever being in Santaquin and would rather be in Payson City. There is going to be a public meeting held on Wednesday March 30th for the property owners to express their opinions on annexation.
