If we are going to change liquor laws Ontario wouldn't be my model, or BC. But at least they don't demand you attach hotel rooms or a restaurant to your bar as they do in Manitoba.
Ideally, I would like Spain's liquor laws, which basically don't exist. To cut down on rowdy teenage street parties a few years ago they decided to stop selling hard liquor at gas stations after 2 am.

I'll be the first person to say we need to liberalize our liquor laws, drastically. But Ontario or BC? What? I couldn't find a good time at a bar in Vancouver without going all the way out to Deep Cove. And Toronto bars just aren't that interesting. Most bars in both cities, as far as I found, were boring, stuffy places where people sat at their tables and did whatever they were doing. I just don't know what you think a good bar is that Winnipeg is lacking. Sneaky D's? That place is cool but doesn't blow anything in Winnipeg out of the water, and it's not like it's in an area packed with bars, anyway.
Unless you're talking about giant clubs, you're way off base. The West Exchange in particular has some great density and variety.
