A) Generally speaking, most Old World cities (and some New World ones) have made an effort to locate all their towers outside of their downtown core; there's no rule saying the tallest buildings have to be in the city centre or else. WRT London, many of its highest are located in Vauxhall, Canary Wharf and Elephant & Castle, pretty far removed from what most people would consider "the core."

B) Anybody who thinks Gilmore Place is priced toward the average Vancouverite has several screws loose.
