SMG probably had to go full setup as they needed to sold X amount of tickets in order to break even. They'll surely lost money on that one.
I dont think it's a "lost in the mix" situation. It's more than it's a type of genre that doesnt appeal to the Moncton region. I remember when he played with the White Stripes at the Coliseum, and there was max 2000 person there (and im being generous).
And It's not just a Moncton issue. I was able to really good tickets for the Halifax show as well.
SMG will surely learned their lessons like you said, but mostly to think twice before bringing acts of certain genre and focus what bring crowd in Atlantic Canada (which is mostly Country Music and Oldies).

The setup at videotron looks like less than 5 K to me. They are only using half of the building and none of the upper bowl. The lower bowl is the same size as the Avenir Centre aside from the club sections. Actually 3 rows smaller on the ends 28 rows vs 31.
While the Avenir Centre is using the entire lower bowl.
I think there is rock acts that can draw here, but they'll need to be more mainstream. Imagine Dragons for example would sell out.
