The French Quarter only was built by French and Spanish. The Garden District and much of the other historic areas were built by Americans for Americans as was most of San Francisco, however the original Mission San Francisco Asis is not only still there (on Dolores St)but still used for mass and a bit of the Spanish Presidio (fort) was incorporated into what became the Officer's Club (until the Army moved out).
Anyway, does the presence of one of the old streetcars in a photo mean the St. Charles streetcar line is again up and running because it wasn't last January (ran only on Canal St. where the photo appears to have been taken) when I was last there and that was most inconvenient?
I'll chime in on the "Is it safe?" debate--absolutely if you stick to the areas mentioned (and I would add Faubourg Marigny), especially at night. There were areas of New Orleans I would have avoided after dark (and a few even in daylight) even before the hurricanes.
