I haven't been able to find the exact list used in this survey.
Lists of this type usually look at health (life expectancy, infant mortality etc.), pollution (smog, etc.), crime, level of corruption, access to amenities (culture/recreation etc.), gdp per capita, sometimes median income etc.
Ideally the full methodology would be online, perhaps someone else will have better luck finding it.

Vancouver ranks well for being fairly safe, moderate climate, high standard of living etc. But like most places on the list than rank highly, its an expensive place to live.
That does put more burden on those who find themselves at the lower end of the economic spectrum, and to some extent, on those in the middle too.
