Maybe they could switch to the oxygen bleaching system that doesn't smell. (not nearly as much, anyway)

They are upgrading the pulp mill currently with a $40 million project aimed at turning the steam the mill already gives off into electricity. This plan does include reducing the occasional odour that does occur.
