基隆火車站都市更新站區遷移計畫


Project schedule 65 months, start March 2007 and finish in December 2013, total 65 months and cost 270 million NT dollars.

First stage: Building temporary rail line and platform for Yilan line and Keelung Line.




Second Stage: Building permanent underground station and temporary superstructure






Third stage: Yilan and Keelung services move to permanent underground station. Demolish original Keelung Train Station and construct landscape, road, plaza.

不過,基隆市政府也相中在西岸客運專區興建新市政大樓,港務局擔心市政大樓還沒規劃,拖三、五年,基隆港西岸客運專區會落空,因此,市港建設會議協議,新港務大樓與市政中心脫勾處理。

西岸客運專區擴大範圍

市港建設會議昨天上午在市府舉行,基隆港務局西岸客運專區港務大樓興建計畫已經修正通過,交通部即將報行政院核定,西岸客運專區將軍方營區也納入一併開發,開發基地將近五公頃,預算由三十四點八億元上修到六十二點八億元。 基隆港西岸客運專區將興建現代化的海運客貨中心,還有三十二樓的新港務大樓,未來港口關稅、檢役等相關檢查單位都集中合署辦公,發展基隆港為兩岸直航客貨專區。 新港務大樓就在西岸碼頭三角窗,十分明顯,將成為基隆港新地標。海運客貨中心由港務局籌資興選,可減少都更開發業者投資成本,降低工程複雜性,海運客貨中心也會串聯都市更新案的商場和轉運中心,提高都更的效益。

海運客貨中心預計在一○四年六月啟用,新港務大樓則在一○五年底完工。

市府的新市政大樓選址,市議會一直不滿意,市府有意在基隆港西岸客運專區內興建市政大樓,市府都市發展處長王翔鐘希望港務局協助,挪塊地興建新市政大樓,對市區發展也有幫助。

港務局長陳福男認為,西岸客運專區新港務大樓,經費及期程都已大致確定,新市政大樓的規劃與財務計畫都尚未明確,萬一拖三、五年,時空變遷,西岸客運專區恐落空,建議市府與陽明公司合作,洽商新市政大樓計畫。

基隆港務局興建32層港務大樓計畫再擴大,將納入軍方及部分都更土地,面積增加一倍以上,建蔽率降低30%,並開國際標,讓港務大樓及海運客貨中心成為基隆的新地標。

基隆港務局工務組昨天上午在基隆市、港建設會議中,簡報港務大樓新建計畫變更案,請基隆市政府能協助推動。工務組長魏震指出,新港務大樓預定地點在基隆港西4、5碼頭,原核定的面積是2萬1990平方公尺,樓地板面積4萬6179平方公尺,總經費34.81億元,預計2014年底可完工。

為了規畫出更磅礡、更具國家門戶形象的建築,並減少相鄰的基隆火車站都市更新計畫投資者投資成本,因此擴大計畫,不僅合併軍方及周邊的2.3公頃土地,並收回都更範圍內的0.4公頃土地,面積從原訂的2.2公頃變為4.9公頃,總經費也增加為62.88億元,預定2016年底完工。

魏震說明新建的港務大樓不僅容納現有港務大樓內的海關、移民、衛生、檢疫等單位,也要興建海運客貨中心及轉運站,並以人行電動步道與基隆火車站都市更新案結合,有利基隆火車站都更案招商。

基隆市政府都發處長王翔鐘表示,市政府一直尋找合適土地興建新市政大樓,基隆港務局目前規畫的地點土地面積那麼大,希望能提撥部分土地做為興建市政大樓之用。

基隆港務局長陳福男表示,全案已送行政院,如果再納入市政大樓的土地使用,將影響全案進程,市政大樓土地問題希望另外再討論。基隆市副市長柯水源也認同陳福男看法,希望港務大樓能早日實現,市政大樓土地另案再協調。








The site area I draw is my guessing. I only know government is going to build Keelung Harbor Bureau Building, Keelung City Government Building and Shipping centre.

The Keelung Harbor Bureau Building is going to be 32F and it is international competition project.

The site area I draw is my guessing. I only know government is going to build Keelung Harbor Bureau Building, Keelung City Government Building and Shipping centre.

The Keelung Harbor Bureau Building is going to be 32F and it is international competition project.
New office building project for Bureau of Keelung Port has been approved by Council of Economic development of Central government. So this development will go ahead and will get into propose process.

The propose process will be international design competition and probably will launch within 2 years.

enough competitions already! just hire a big name foreign architecture firm and give them the project! competitions are such a waste of time - especially for a puny 32 fl office building!! it's not even the entire harbor project!! 2 years til the project even starts construction???? they could build a stupid 32 fl building in 2 years alone!! sheesh!!!

the entire harbor has already started rennovation. the competition is for the one building at the very end because they want it to be iconic.

The west pier 4 and west pier 5 redevelopment project is 4.9 hectares and it is in the front line of the port. It will contain not only that 32 storey office building, but also other public facilites include tourism center. More important thing is it will be integrated with Keelung Train Station Redevelopment project which next to it.The reseaon of the decision for making an interantional competition for this project is that they wish this building can carry more value on tourist industry.

So Keelung harbour has three international competition projects. The waterfont plaza is finished. And train station redevelopment is underway, it is pro-construction stage. Office building include tourism center will have international competition in May.

so how many office buildings will the harbor project have? or will it just be that one 32 story tourism office building? what happened to the design in the rendering from last year that showed several tall high-rises? they're not going to construct those anymore?

There will be two office buildings in entire west pier redevelopment. One is for bureau of Keelung Port (pier 4 and pier 5) and the other one is landmark building of Keelung train redevelopment (pier 2 and pier 3). Rest of towers in Keelung train redevelopment project are hotel and waterfront resident building.

Keelung train redevelopment project is similar to Gate of Taipei that government authority is responsible to train station and railway redevelopment and private company is responsible for commercial part (or said most superstructure). Last Keelung government attempt to make tender, but fail to attract any companies. I think government choose wrong time to do it. I believe it will be perfect time when Taiwan Railway authority finish moving the railway and construct their own temporary station.

By the way, pier 4 and pier 5 redevelopment project will be fund by government. The only problem will be government budget.

Keelung Government will launch 2nd time BOT bid for Keelung Train Station Redevelopment in this May. The tender invitation period will end around October.

The international competition for a new service building in Taiwan’s major port city Keelung called for the design of a modern passenger and cargo terminal transfer station and maritime gateway art plaza. The objective is to improve the quality of the services for passengers and cargo, accelerate the development of surrounding areas, and ultimately promote local prosperity of the region. The new service building design is to be a new “Gateway to the Nation” – one that could become a form of Landmark Architecture of Keelung. The site of the new building should be integrated with the other commercial buildings in an effort to develop the entire area. The diverse programs cover an area of 82,615 m2 and include car and coach parking.

The two-stage competition was announced in early May 2012 and recieved thirty one submissions from twelve countries in the first stage. On July 19th the jury unveiled five nominated groups to continue to the second stage whose deadline is in September.

The five firms shortlisted to continue to the second stage of the New Keelung Harbor Service Building International Competition are as follows:

•Neil M. Denari Architects, Inc. (USA)
•Platform for Architecture+Research (USA) and Series et Series (France)
•QUEBEC INC/ Alain Allard (Canada)
•Mecanoo Architecten (The Netherlands)
•Asymptote Architecture (USA) and 大元聯合建築師事務所 (R.O.C.)

The firms are responsible for proposing the planning and design layout, including diagrams, models and presentations, to the jury. The subsidiary of Keelung Harbor Company will provide the firms with tours and land and sea information of the site, including views and dimensions to facilitate the design phase of the competition. The jury includes Aaron Betsky and Michael Speaks, Taiwanese architects and professionals, including Tsai Yuan-Liang, Jin Guan-Yu, Su Yu-Jer, Wan Ming-Hen, and Wei Si-Jen. The competition will commence on September 11th, 2012 and will be judged according to innovation and creativity in addition to feasibility. The goal for the new Keelung Harbor Service Building is to serve as a landmark and gateway for the city, as well as a spark for the renewal of the surrounding area.

This is Pier 2 and Pier 3, Keelung Train Station Redevelopment.

The new international design competition is for Pier 4 and Pier 5, Keelung Service Building. Pier 2, Pier 3, Pier 4 and Pier 5 are in the same line, but in different location. Pier 4 and Pier 5 is in front of Keelung Train Redevelopment.

The proposal for the New Keelung Harbor terminal building by Synthesis Design + Architecture (SDA) focuses on the synthesis of three core concepts into a coherent, elegant, and iconic solution which signals the formation of a new identity for Keelung Harbor. Inspired by the geometric patterns of Taiwanese Hen Cages and the structural shells of luxury racing yachts, the building takes shape in a dynamic gradient form that transitions from exo-skin to exo-skeleton in response to programmatic content as well as performative requirements. More images and architects’ description after the break.

This new identity seeks to:
1. Provide a local landmark and portal for Keelung which acknowledges its context and legacy, while simultaneously projecting its potential future by: a. forming a portal condition with the opposing tower on the opposite side of the bay; b. referencing the historical legacy of Keelung’s Chinese name (the Hen Cage); c. capitalizing on the local industry of yacht manufacturing to explore the formal, material and structural language of the composite industry as both inspiration and resource.

2. Animate and connect the waterfront by: a. harnessing, stimulating, and distributing pedestrian activity, movement and flows by connecting to existing public circulation flows; b. sharing program with surrounding buildings; c. facilitating intuitive navigation through open space-planning; d. encouraging transitional programs and gradient transitions through soft boundaries that define field conditions rather than enclosed spaces.

3. Integrate visual, structural, and environmental performance as generative design concepts rather than additive design solutions by: a. optimizing building orientation and massing for passive environmental design and control; b. harvesting wind, rain, and sun through geometric configuration; c. plugging in to district heating/cooling and waste disposal systems; d. integrating structure and skin through geometric and material composition.

What appears to be formal expression, is actually “informed form” which responds to the integration of weather, urban context, program, circulation, and sustainability through integrated design responses that inform the building orientation, spatial layout, façade design, and choice of material and structural system. The building program is divided into three primary experience groups and cyclical sequences. These three groups share programmatic overlaps and transitions which allow exchange between groups.

Rather than consider the programmatic arrangement as the organization of platonic programmatic elements, we have considered the program as a self-organizing system of agents of programmatic pixels which aggregate based upon weighted connections to specified anchor programs. Starting with the typical bubble diagram to define relationships, the placement of specific anchor programs re-distributes the transitional programs into gradient fields of varying densities and distributions of pixels rather than hermetic zones with defined boundaries and thresholds.

I guess this design losses connection to peir 2 and peir 3 redevelopment and loses contain to what Keelung should need in this stage. Its complex mental appearance and colour it choose is not what Keelung should needss. Keelung is raining city that has most rain in Taiwan. More than half year is raining and 2/3 year is cloudy. Its need something make people feel position design.
