Is it true that only when most people cannot afford an apartment unit, then you finally can see some good architecture in Taiwan?

I am confused. More and more Taiwanese cannot afford a new apartment unit while we try to mark up our city landscape. We have plenty of new development which is going to change urban landscape in Taiwan, such as Pop music centre, A15 A18 A20 development, Taipei Dome, Aerotropolis....etc, but as far as I concern these development only makes housing price become unaffordable. Only rich will benefit with these developments because they have occupied the surrounded area of each development.
