台博會條例昨天在立法院再度協商破裂,闖關失敗,院外禁食超過七十二小時的台南縣長蘇煥智硬撐著虛弱身體,心有不甘地結束「禁食祈福、搶救台博」的行動,他說,政黨惡鬥影響台灣生存與發展,這樣下去,台灣人民與政府不知如何是好?


攸關近兩百億建設經費的台灣博覽會,民進黨團昨天發出甲級動員,雖然在院會變更議程成功,第六案提前改列第二案,不過,國民黨團堅持反對,朝野協商破裂,闖關失敗,幾乎可以宣判夭折。

除了民進黨團三長探視蘇煥智,蘇煥智拿著擴音器,有氣無力地表達對外界感謝,他也擔心,面對逐漸崛起的中國,台博會若辦不成將讓台灣邊緣化。

Anyway, Taiwanese people deserve it. They had the choice in the last year's election.

However, I belive most people including the people who voted the B parties don't want this to happen. The party leaders can easily change things around, whether they choose to do good for Taiwan, or they just deside to oppose it for thier own political interests. It's pretty sad that some of Taiwan's parties don't want Taiwan to become better, so they think they can get the power back later. Maybe they don't really wanna get the power back. Because they think they can't get the power back, so "if I can't get u, I wanna destroy you!" becomes thier altitute.

的衛生部長姆波威在世界衛生大會(WHA)發言遭中國粗
暴干預打斷,大會主席、西班牙衛生部長沙加多除以書
面信函解釋,今天更親自向姆波威致歉;正義得以伸張
,也暴露了中國在國際社會無理打壓台灣的事實。

姆波威十八日上午在第五次大會發言時,說明台灣
的醫療衛生進步實況,並高度肯定台灣衛生醫療協助對
甘比亞的貢獻,以及台灣應以觀察員身分參與WHA。

在姆波威的五分鐘發言中,中國代表兩度以名牌敲
打桌面,並咆哮要沙加多令姆波威停止演說。姆波威在
主席第二次要他停止發言時,由於已經差不多講完,就
走下講台回到座位。當時整個議場響起熱烈掌聲,向他
致敬,宛如英雄一般,中國野蠻、粗魯行徑只是自取其
辱。

不但台灣的友邦國家憤怒,先進國家對中國的霸道
行徑也極為不滿,沙加多事後也覺得不妥,除了昨天致
函姆波威解釋,對所造成的不便感到遺憾,今天上午在
大會開議前,更當面向姆波威致歉。

沙加多在信中強調,WHA絕對沒有禁止各國代表在
發言時提到台灣,但她也說,台灣以觀察員身分參與WHA
案,十六日的大會已作成決議,不應再進行討論。

沙加多並保證,姆波威的談話內容將忠實列入大會
紀錄中,將是大會的正式文件。

世界衛生組織的首席法律顧問也曾向台灣方面解釋
,並強調WHA沒有任何一條規定禁止討論台灣,當時在
場的法律顧問可能經驗不足,未能妥適處理。

另外,中國當時在議場的較資淺官員,一聽到台灣
就焦慮不安,並以極不適當的行動抗議。

姆波威的發言風波在沙加多的道歉之後暫時告一段
落,整個事件只是凸顯了中國的以粗暴手段打壓台灣,
,在國際會議中蠻橫阻止其他國家代表發言,但在文明
社會只會引起反感。940520

After two days of exhaustive debate, amendments to the International Health Regulations (IHR) have finally been passed at the 58th World Health Assembly (WHA) conference in Geneva. As part of these amendments, and of particular significance for Taiwan, the principle of universal application is to be included in the regulations.

Further, Article 1 requires each World Health Organization (WHO) member state and the secretary-general to take all the necessary steps, according to the regulations as laid out in Articles 2 and 3, to promote the principle of universal application within the IHR.

This is a major advance in terms of Taiwan's attempts to participate in the WHO, as it provides the initial basis for direct contact between Taiwan and the secretariat of the WHO.

A senior diplomat told the Liberty Times (the Taipei Times' Chinese-language sister newspaper) that each member state's representative must report the amendments back to their own country before the amendment process is officially complete.

The IHR has been a focal point in the government's strategy concerning the WHO, and the Ministry of Foreign Affairs and other related bodies see the inclusion of the principle of universal application as providing the legal basis for direct contact with the WHO. The efficacy of the principle is further strengthened by the fact that Article 1 specifically requires the secretary-general to abide by it.

This can be seen as a victory for Taiwan despite China's recent signing of a Memorandum of Understanding with the WHO, saying that all matters concerning Taiwan should first be cleared with Beijing.

It remains to be seen just how much practical benefit this development will give Taiwan.

In an international press conference held yesterday, the Mainland Affairs Council said that Beijing's efforts to obstruct Taiwan's equal participation in the WHA conference demonstrate how China has been misleading the international community with pretentions of good will toward cross straits issues.

Beijing has recently tried to show a softening of its stance toward Taiwan by inviting Taiwanese opposition politicians to visit.

The Ministry of Foreign Affairs (MOFA) yesterday criticized China for disrupting Gambia's top health official's speech on Wednesday in support of Taiwan at the annual conference of the WHA, the decision-making arm of the WHO.

A news agency report from Geneva said that Chinese representatives, in addition to obstructing Taiwan's bid to enter the WHA as an observer on Monday, banged their fists on the table to block Gambian Secretary of State for Health and Social Welfare Tamsir Mbowe from speaking during a discussion on revisions to the IHR.

Wang Chien-yeh (王建業), deputy director of MOFA's Department of Information and Cultural Affairs, said most of the participants in the WHA meeting "were repulsed by such barbaric behavior."

Wang said that during the course of a meeting, any countries that have differences over the remarks made by other countries should express them in a civilized way, adding that the banging on the table by the Chinese representatives at Wednesday's meeting was "quite rude."

The ministry will discuss the matter with the nation's allies and solicit legal opinions, Wang said, adding that Taiwan will not rule out joining forces with its allies to protest the incident through legal channels.

立法院朝野協商25日決議,刪除2008年台灣博覽會預算,台博會確定無法舉辦。另外朝野協商並通過刪除高屏大湖計畫3億6000萬元。

立法院長王金平主持「94年度中央政府總預算案附屬單位預算營業及非營業部分案」及「94年度中央政府擴大公共建設投資計畫特別預算案」朝野協商,國民黨團提案,擴大公共建設預算案中,有關台灣博覽會全部經費,全數刪除。

謝揆原希望立院儘速審議通過台博會條例及預算,否則沒有足夠時間準備籌辦,目前預算遭刪除,已確定無法及時在2008年舉辦台博會。

這次朝野協商刪除台博會預算項目,包括國民黨團提案,全數刪除94年擴大公共建設預算案有關台灣博覽會的預算22億餘元,包括行政院客委會項下「台博會─台灣歷史文化風貌保存」6億1000萬元、內政部營建署項下1億元、經濟部項下14億9800萬元、交通部觀光局項下1500萬元。

民進黨團總召集人趙永清說,國、親兩黨團不讓台博會條例通過,預算一定要刪,黨團也沒辦法擋,台博會可以說辦不了。

國民黨團書記長陳杰表示,「2008台灣博覽會條例」草案還未通過,行政院就編列預算實在不合理,因此提案全數刪除。另外國營事業預算案方面,朝野協商決定要表決相關項目,相關預算將在27日上午表決。

Not even the KMT faithful believe that. I hope I'm wrong, but I don't see anything changing till the greens win a majority in the legislature or the KMT return to power.

誠品書局繼取得北市德惠段文化設施BOT案最優申請人,及將進駐統一國際大樓後,昨(十九)日再度取得松山菸廠文化園區自提BOT招商案第一階段最優申請人資格,打敗遠雄、法蘭瓷等公司,讓誠品打造藝文王國的夢想又將跨出一大步。

台北市文化局昨日傍晚召開松山菸廠文化園區自提BOT案甄審會議,誠品書局取得第一階段最優申請人資格。文化局表示,在本案四月初公告日截止前,共有法蘭瓷、誠品及遠雄三家投標業者,昨日第一階段甄審內容,主要是針對各團隊組成、初步整體規劃、初步財務計畫可行性評估、執行能力等進行評比。市府近期將公告第二階段甄審,並開放其他民間申請人續提自行規劃案,以決定最後得標者。松山菸廠文化園區總面積七.二公頃,文化局並沒有設定最低投標金額,但是由於園區內有多處古蹟及文化設施,據估計總投資金額將不低於五十億元。


依據文化局公告,松山菸廠未來的基本需求,應包含文化產業櫥窗、園區服務中心、展演場所、藝文市集、研習教室、藝文圖書室、松菸紀念陳列室、數位媒體藝術中心、及其他文化設施。誠品則強調,未來在園區內將設置出版產業專區,並規劃設置設計學院,及政經學院等。

誠品書局今年初先擊敗其他三家投標業者,取得面積○.五公頃的中山區德惠段文化設施BOT案規劃階段最優申請人,誠品計畫在該地段興建多媒體中心;另外,誠品日前更傳出擊敗遠東集團的SOGO百貨,取得統一國際大樓商場進駐權,將打造全世界最大書局。

新十大建設 台博會與古根漢計畫確定終止

(中央社記者蔡素蓉台北二十一日電)謝揆今天召開行政院政策管控協調會報,檢討新十大建設計畫,會中確定台中古根漢美術館、台灣博覽會兩項計畫終止;蘇花高速公路、桃園大湖、台南大湖、雲林大湖、新竹海淡廠及八里污水廠五項計畫緩辦。

行政院長謝長廷下午召開行政院政策管控協調會報,檢討新十大建設整體執行進度。行政院發言人卓榮泰晚間轉述會議結論。

新十大建設九十四年度特別預算案,立法院五月底決議,刪除二OO八年台灣博覽會建設、高屏大湖、台南大湖等計畫。台中議會反對興建古根漢美術館。

因此,行政院政策管控協調會報確定台中古根漢美術館興建計畫、台灣博覽會五項子計畫宣告終止。

會中建議,對台博會進行建設的部分縣市,可以向中央政府提出新計畫,例如舉辦地方型博覽會等計畫,中央再決定如何協助、補助。

卓榮泰說,會中建議,國道東部公路蘇澳花蓮段建設計畫等五項計畫緩辦;如需續辦,改由公務預算支應。謝揆原則上同意。

其中,蘇花高速公路緩辦原因是環保署九十四年第四度審查環境差異分析,沒有通過,所以請國工局再送環差分析給專案小組審查、交通部考量進行交通政策環評。

由於海淡廠高科技製程仍有疑慮,所以新竹海淡廠及八里污水廠污水回收再利用計畫緩辦。

至於高屏大湖計畫已開始進行,決議改用政府其他預算支應。

屏縣/高鐵公路運輸延伸至墾丁 官民看法不一

高速鐵路即將完工通車,為連結台灣南、北交通網路,交通部公路總局將整合南部公路系統,並將規劃從高雄左營到屏東墾丁的路線,屏東縣政府工務局土木課表示,屏東到恆春路線目前由屏東客運公司行駛,縣府除了詢問屏客有無意願繼續承接從左營接墾丁路線外,並將規劃沿途遊憩區與行經路線結合,增加遊客搭乘意願。

依照高速鐵路興建時程,預定今年10月份通車,高鐵營運後從台北到高雄只有1小時10分鐘,為使高鐵的交通運輸功能大為發揮,公路總局將整合南部的公路系統,其中,公路總局計畫將把高鐵的運輸路線,從終點站左營拉到最南端的墾丁。

依照公路總局的規劃,高鐵終點站出站後接高鐵左營站聯外道路、接大中二路、接博愛三、二、一路、十全二路、自立路、建國三、二路、南華路高雄站、接建國二路、林森路、七賢路、復興路、中正路、中正交流道、接國道一號、接五甲系統交流道、接台88線、接潮州交流道、接國道三號、接林邊交流道、台17線、枋寮、台一線、楓港、台26線、墾丁、鵝鑾鼻。

但公路總局的規劃,民眾並不看好,因為高雄客運行駛恆春13條路線嚴重虧損,在政府不補貼虧損情況下於92年10月份停駛,造成恆春半島交通癱瘓,經縣府居中斡旋,由屏東客運以「在地人有責任」的使命下承接,恆春13條路線則縮減到9條,如今高鐵整合公路系統延駛到墾丁,民眾質疑接駁者還是會面臨虧損的危機。

土木課卻對這條路線深具信心,土木課表示,高鐵營運將帶來大批人潮,搭乘客運人數勢必增加,加上縣府有意把行駛路線與遊憩據點結合,規劃旅遊套餐的方式吸引遊客搭乘,交通路線的投資虧損減少,業者就會有意願承攬,南台灣的交通網路將透過高鐵營運有更完善的結合。

內容 具有國際級水準,位於台中市七期新市政中心旁的「台中大都會歌劇院」,將展開國際競圖,台中市長胡志強表示,這座歌劇院須有具國際水準的建築團隊設計、規劃,就像雪梨歌劇院、紐約林肯演藝廳以及最近很有名的新加坡濱海藝術中心一樣,不但成為當地的地標性建築,更吸引國際級表演團體,帶來巨大觀光與經濟效益。
「歌劇魅影」來台灣炒得沸沸揚揚,胡志強說,「歌劇魅影」不能來台中,主要是缺乏具有國際級的演出場地,才和這些國際級的表演團體擦身而過,未來台中大都會歌劇院蓋好,讓台中市變成台中的藝文展演之都。

這次國際競圖邀請到七位評審委員,除政務委員林盛豐外,還有來自建築專業的陳邁、郭肇立和劇場工作者賴聲川,更有義大利建築學者Francesco、日本知名建築大師iroshi Hara(原廣司)以及美籍伊朗裔的康乃爾大學建築學院院長Mohsen Mostafavi,全案採二階段評審,第一階段將於94年10月5日選出5名入圍者,獲第二階段之參加資格;參與第二階段之入圍者,每位將發給5萬美元之獎金,並選出首獎一名,12月16日公佈結果。

(中央社記者韓乃國倫敦十八日專電)英國著名的經濟學人雜誌,在新出版的年度刊物「二○○五年的世界」中,針對一百一十一個國家的居住環境進行評鑑,台灣在滿分為十分的基礎上得到七點二六分,排名第二十一。愛爾蘭得到八點三三分,名列第一,被評鑑為是全世界最適合居住的國家。



瑞士、挪威、盧森堡以及瑞典依次獲得第二至第五名,得分分別為八點○七、八點○五、八點○二和七點九四分。

第六至十名為:澳大利亞七點九三、冰島(七點九一)、義大利(七點八一)、丹麥(七點八○)、西班牙(七點七三)。

美國和加拿大分別以七點六二和七點六○居第十三和第十四名,略遜於排名第十二的新加坡(七點七二)以及第十三名的芬蘭(七點六二)。

第十五至十七名為紐西蘭(七點四四)、荷蘭(七點四三)和日本(七點三九)。

香港以七點三五分居第十八名;中國雖然以經濟快速發展著稱,但是排名落在第六十名。

英國以六點九二分排名第二十九,落後第二十四名的比利時(七點一○)、第二十五名的法國(七點○八)和第二十六名的德國(七點○五)。

最末一名是非洲的辛巴威,只得到三點八九分。

I can't find the English tranlation for this. I believe its taken from UK's Economic Magazine?

Taiwan is ranked #21 in the world, which is pretty decent in my opinion. Give or take another 5 years when all the New big ten projects completed, ranking of taiwan should go up dramatically I think.

An excellent point! It seems every week the government has a new excuse for why (insert project name) is not going as planned.

The BOT projects are a complete mess! The original tender guidelines for the Taipei Dome were completely absurd (remember according to the tender HOK is not a qualified bidder) And now three months after announcing the winner of the Taipei Gate competition they are changing the project criteria rendering the entire process meaningless.

WTF?

The KMT may oppose the big ten, but the DPP have no one to blame for the lack of progress on the renovation of the TMS, CKS airport and the other gateway and landscape projects! I'm tried of plans and proposals - let's see some results!
