This is most likely why Calgary has the shadowing rules it does as part of the Bow River's park system is situated on the north side of the downtown core. Can't move the Bow River, can't move the downtown core so shadow rules to make some happy and others less so. Now I do like tall buildings and all but Calgary's downtown streets can seem quite dark at times and I am glad that the Bow River park system gets the sunlight it does. Yeah, I know people say an exception could be made here or there but once one exception is made and then a second, then the rule becomes a moot point.

Some of them are. Look up the Area Redevelopment Plans for various communities and you will likely see some protections in there. Sometimes it's only part of a park, such as if the park contains a historic structure.
