GDB Architects have requested Design Advice and scheduled a Pre-Application Conference for a project at 140 SW Columbia St:

Is that the full block that the county was considering for the courthouse?

Wow 3 mixed-use towers coming to Downtown? I just hope developers aren't over-speculating and we wind up with another PAW hole.

Well we have one that's 30 story's but this and the SW Washington one could be baby towers that are small

IIRC....

Goodman(?) successfully increased the height for this lot to 325'

I'm sure the condo owners at the Koin will be pleased with this /s

The original plan for this building, from the early 1980s and as part of a 2 1/2 Block project that included KOIN, was for a 15 story office building. The early 80s recession killed that design. Good to see something (almost anything) go up on that block after nearly 35 years. I was there for the ground-breaking ceremony for KOIN. Does not seem like that long ago. To have KOIN, PacWest and US Bancorp all going up at the same time was pretty exciting, especially considering how small Portland was at that time.

Current zoning allows for 200'. Under the current draft of Central City 2035 the height would go up to 270', but if they go in for Design Review before 2018 it will be reviewed against current code.

While not exactly exciting, 200 feet would be nice fill for this spot without blocking KOIN Tower. Sure, I'd rather see something with more height, but I'll be glad to see this parking lot go away.

I'm surprised the 2035 plan doesn't push height limits higher, especially downtown. Going from 200 to 270 in a lot like this seems pretty minimal.

My understanding is that the lot is 200' right now. I also understand and believe that until the 2035 Plan is fully implement (2018?) that developers remain constrained under the current standards. However, I was of the belief that the maximum height would rise to 325' under the new plan: https://www.portlandoregon.gov/bps/article/507301

That link appears to be from an earlier stage in the planning process. In June of this year BPS published the Proposed Draft of CC2035. If you refer to Map 510-4 on page 337 of the plan (page 84 of this PDF) it shows a proposed height of 270' with bonuses.

The project would incorporate the parking facility that exists on the site both below and at-grade, which would continue to serve the Koin Tower to the west. The project would provide 312 residential units (3 in ground level), 13,000 SF of retail, 262 parking spaces in 2.5 levels of above grade parking and south facing roof terraces. An Adjustment to allow parking access from SW 1st has been identified.
