I think Winnipeg would be the odd one out.
Both Alberta and Sask divide public and private services, education, government, entertainment, etc. between two generally equal primary cities.
Winnipeg is different - as it is the only primary city in MB, and therefore acts as the primary point for all services in Manitoba. We are the only game in town.
Plus as Winnipeg developed much early and larger than any of the AB/SK cities, there is certainly a much different feel, (maybe maturity?) to the City in comparison.
