They are doing work on it but mostly on the ground; things like pipes, caissons, boreholes, ect.. Ultimately, the voters will yield the power to let it rise. Lets hope the imbecile public doesnt turn it down. There are some that favor this, but like anything else, the public doesn't know a good opportunity if it hit them in the face.
