Construction on apartment buildings that will rise where Tower Mall once stood in Vancouver’s Heights neighborhood could start as soon as 2026, city councilors learned at a workshop Monday night.

The Heights District Development project covers 205 acres in central Vancouver, including the 63-acre Tower Mall Development, which the city plans to turn into a 20-minute community. The project will bring hundreds of residential units — including for low-income families — as well as commercial spaces to the area.

Perhaps more than any project in city limits, the Tower Mall Development is a symbol of Vancouver urbanizing out of suburbia.

The city will issue a request for proposals next month for the first three parcels pegged for development. They are on the northern side of the district near East Mill Plain Boulevard and North Devine Road.

Seems like a good urban district to connect to downtown Vancouver with light rail.

It looks like Clark County may beat Washington County in the In-N-Out race. I haven’t seen anything about the proposed Hillsboro location in what seems like a couple years.

The $4 million investment comes from the appropriations package President Joe Biden signed into law Saturday. The money will be used to make initial infrastructure improvements.

The Heights District Development covers 205 acres in central Vancouver, including a 63-acre parcel off Mill Plain Boulevard where Tower Mall used to stand. The project will bring hundreds of residential units — including some for low-income families — as well as commercial space to the area.

“Infrastructure investments like these are necessary in order to transform the up-and-coming Heights District into the economic engine that Vancouver leaders are envisioning,” Cantwell said in a statement.

This district sounds really promising, I do wish that Vancouver would push to extend a light rail line or build their own light rail line from downtown Vancouver to this new Heights District and start to create an urban corridor between the two areas.
