A small question about footprints

I would have a small question. If a skyscraper is built only to ground level, and then the construction is stopped, can the shape of the skyscraper be altered, compared to the original plan, as long as it is approximately the same size, even when the footprints are already built?

That depends greatly on the structure of the building that was started and the structure of the one you want to build instead, but-
-the short answer is no, you cannot build a twin WTC 1 on the base of one of the other towers.
