I-35 bridges outfitted with color-changing lights

Work crews Wednesday were putting the finishing touches on new decorative LED lights that will illuminate the access road bridges along Interstate 35 over the Brazos River.

Baylor University paid $500,000 for the lighting system that can be programmed to glow in different colors — such as green and gold when the Bears are playing next door at McLane Stadium.

A committee with officials from Baylor, the city of Waco and the Texas Department of Transportation will be in control of bridge lighting for holidays, games and other special events.

The lighting system provides indirect lighting for the towers, cables and decks of the bridges, as well as lighting beneath on the Riverwalk. The lighting can be programmed for almost any color combination, but on most nights it will slowly phase from white to blue to yellow about every five minutes, project officials have said.

Council gives TIF funds to downtown Waco lofts, considers annexation

Waco City Council gave green lights Tuesday to a variety of housing developments, approving incentives for downtown lofts, rezoning a Cameron Park subdivision and giving preliminary approval to annex a large new residential tract.

The council approved giving Realtex Development Corp. $750,000 from the downtown Tax Increment Financing Zone fund to assist the development of 96 more residential units at Franklin Place, 600 Franklin Ave. The $11.6 million project also will include a parking garage at the bottom of the five-story building.

Realtex vice president John Boyd told the council that the 63 residential units already built at Franklin Place are full, and two “very exciting” tenants are under contract for the downstairs retail space.

“We think downtown living is important for the downtown district,” he said. “We see a lot of momentum happening.”

Waco Mammoth site could become national park

WACO, Texas (KXAN) – The federal government seems to be interested in creating a national park near Waco.

The director of the National Park Service met city leaders and researchers from Baylor University Tuesday to discuss permanent reservation of the Waco Mammoth Site.

“The Waco Mammoth Site offers an exciting opportunity to engage students, visitors and scientists alike with the story of these extinct mammoths,” said National Park Service Director Jonathan B. Jarvis. “As the National Park Service looks toward our centennial next year, places like the Waco Mammoth Site provide great opportunities for more Americans to develop a lifelong relationship with parks as places where they can play and learn about amazing stories contained at sites like this.”

The bones stumbled upon almost four decades ago revealed one of the most complete fossil records of mammoths in the world. Twenty-four animals in all, Waco is one of the few places where we families of mammoths were discovered, some as young as 3 years old.

In a report to Congress, The National Park Service concluded that the fossils were “nationally significant, worthy for permanent preservation, and feasible for inclusion into the National Parks system.”

The section of US 190/Central Texas Expressway between Belton and Copperas Cove will soon be designated as Interstate 14, which includes Fort Hood, Killeen and Harker Heights.

They should build a new interstate south of Killeen to connect up with 192 and the new college. Killeen needs more of a young artsy cool downtown to be acceptable by the time that college is finished, granted it will take 30 some years.

City leaders have been dreaming for more than a decade of a new full-service hotel to bolster Waco’s profile as a destination, with nothing to show for it but old watercolor renderings of what might have been.

Catalyst Urban Development of Dallas is negotiating to do a master development on city-owned land along the riverfront including restaurants, shopping and hundreds of housing and office units. The plan also includes a multistory hotel with boat access at Interstate 35 and the river, behind Clifton Robinson Tower, though it is proposed as a phase in the indefinite future.

“You have to work off the existing market today,” he said. “You can’t finance it based on ‘build it and they will come.’ . . . The tricky thing about a full-service hotel with all the amenities is that it’s very expensive. Those are huge numbers.”

In the most recent hotel occupancy reports from third quarter 2015, Greater Waco had an occupancy rate of 72.6 percent, lagging behind only Austin and Amarillo among Texas cities. The statewide average was 64.9 percent.

Construction beginning next month on Santa Fe Plaza in downtown Temple.

TIF board approves $20 million for riverfront development

The $100 million Brazos Promenade project gained momentum Friday as the downtown Tax Increment Financing Zone board approved $20.2 million in public improvements for the project.

With a 7-0 recommendation from the TIF board, the funding proposal goes to the Waco City Council for final approval Nov. 16 and Dec. 6.

In its first phase, Catalyst is planning 264 dwelling units and an array of restaurant and retail offerings, followed quickly by a second phase in 2018 with a 12-story full-service hotel at the site of the current fire tower, which will be razed. It also includes a destination indoor-outdoor restaurant between the farmers market and an existing water feature on the riverwalk.

A third phase would include more restaurants and active public spaces.
