Honestly the only difference between those and what we're getting now is age. Give these 5-over-1s a good 25 years and they'll look the same, or worse— at least the soviet ones were solid concrete all the way up.
We may not have central government planning, but we now have wealth centralized into the hands of a few "winners" who build and rent most of the housing. It took capitalism 40 years longer to get to that state, but the result is pretty much the same. I think this is the biggest reason we have so much "missing middle" housing— the middle class that constructed these smaller buildings has been hollowed out.
