Note to suburban multi-unit residential building developers: For proper use of clock faces atop buildings, see City Hall, Vancouver, BC and City Hall, Moose Jaw, SK.

Late reply but part of the reason it's so ornate is because it's basically the entrance to North Vancouver for anyone taking public transit. The seabus terminal is right there and I've parked in the cul de sac front of that building hundreds of times waiting for my wife to cross.
