Yeah, the High Roller ferris wheel will be back behind the casinos. The Linq will run from the Strip back to the High Roller. There obviously won't be a new monorail station, since it's being built between the IP and Flamingo, which each already have a monorail station, but I agree it would be really great if you could get to one or both of those stations from the east end of the Linq, instead of having to go through the casinos.
Haven't seen anything that mentions it yet though.
