Apparently the building will be 18 stories with a 5 story podium. Don't really like the color for sure. Like the glass, but hopefully it will turn out better... though I doubt

hmmm, I thought the 9 stories (with the top two set back) looked pretty good for this site.

I am a fan of darker colours like this, i like it. Hopefully this actually happens, 18 floors is a nice height for this area.

Not sure about the design, could go either way, but I like the varied height.

Richcraft revises proposed Rideau Street development
Tower changed to 14 stories from 18

More than a decade after Richcraft Group first proposed a development for 560 Rideau St., the developer has revised its plans for the property once again.

The developer’s most recent rendition of its plans includes a 14-storey high-rise tower sitting atop a three-storey podium at the corner of Rideau and Cobourg streets. It would also feature a seven-storey building on Rideau Street and a three and a half-storey apartment building on Besserer Street.

The developer has applied for a zoning amendment to build the mixed-use development, which would house 212 residential units and 1,100-square-metres of retail space.

In 2013, Richcraft proposed to build a five-storey podium below an 18-storey tower, with a four-storey building on Besserer Street.

Richcraft sent its revised proposal to the city in the beginning of April, saying it was doing so in response to comments from city staff and the urban design review panel.

Action Sandy Hill has taken issue with the new application, saying it still exceeds height recommendations drawn out in the Uptown Rideau Community Design Plan, which states buildings should be no higher than six stories on Rideau Street between King Edward Avenue and the Cummings Bridge. The city is currently reviewing the plan.

Chad Rollins, the president of Action Sandy Hill, said he was pleased to see the height of the tower reduced from the 2013 plan, but he still had concerns over how the high-rise tower would transition to the two-storey home next to it.

“It’s quite an abrupt change and would be difficult for the people that live next door,” he said.

Rollins said Action Sandy Hill would like to see the long-vacant lot developed, but wants to see a project that takes design cues from the buildings around it.

“We would like to see something happen, but it should be something that should add to the area and be in character with the neighbourhood,” Rollins said. “There is an opportunity to do that.”

Kevin Yemm, a vice president of land development with Richcraft, said the company has been working with city staff on how to best develop the Rideau Street lot with a mix of uses and heights.

“The public investment of infrastructure renewal along Rideau Street should inform the residents that the city anticipates growth in this area,” he said. “Richcraft is committed to investing in the city of Ottawa.”

Richcraft first proposed a nine-story building for the lot in 2002. The development was approved by the city, but was quickly appealed to the Ontario Municipal Board by Action Sandy Hill in 2003.

OMB ruled against the community group, which argued the project exceeded zoning height restrictions.

Despite the decision, the site remained undeveloped until Richcraft took a second crack at it in 2013, after it acquired two corner properties on Cobourg Street that were integrated into the application.

Rideau-Vanier Councillor Mathieu Fleury declined to comment on what shape he thought the development should take so early in the process, but urged Richcraft to wait on their application until the new CDP is finalized.

“The community won’t be receiving them well until the CDP is completed, which is happening this fall,” he said.

“It’s weird to have parallel approvals – one for a building approval while there is a fulsome review of the uses and zoning along the corridor.”

Yemm said Richcraft has been working on the project since before the CDP review started and that the group’s application has actually informed the process.

“We’ve been working very patiently throughout the city lead CDP consultation process with representatives from the City of Ottawa, Lowertown, Sandy Hill, expert consultants, the councillors’ office as well as private owners,” he said.

You are about 40 years too late on that one.

A Sandy Hill community group is calling out the city’s planning department for ignoring a neighbourhood plan that expressly prohibits the kind of development now being recommended for approval.

Action Sandy Hill says an established plan for the area, as well as the new Uptown Rideau community design plan — which should be finished this fall — calls for a height limit of six storeys on the south side of Rideau between Chapel Street and the Rideau River.

Yet planners say the city should approve a Richcraft Homes application to construct buildings of seven and 14 storeys at 538, 544 and 560 Rideau St., as well as a 3.5-storey low-rise apartment at 501 Besserer St., which is a slim parcel of land connected to the Rideau Street property.

The proposal generally meets the intent of Ottawa’s Official Plan, but the planner does acknowledge the proposed building heights exceed what’s currently allowed, which is why Richcraft needs official plan and zoning bylaw amendments.

Chad Rollins, the president of Action Sandy Hill, says community groups are often told design plans are created to give residents a clear idea about the type of developments they could reasonably expect to see approved in their neighbourhood.

In fact, Jan Harder named “increased development certainty” as one of five building blocks for planning in Ottawa during this term of council when she assumed the role of planning committee chair.

And that’s why Rollins says he’s frustrated by the department’s latest recommendation.

“We’ve got these plans, why aren’t they respected after so much city time and money and so much volunteer time?” he said. “These should have some teeth.”

For months, a city planner has been working full-time on the new Uptown Rideau plan, as have dozens of community members who are volunteering their time, and yet, Rollins said, before the thing is even approved, it appears an exception is already being made.

“If people spend all this time and don’t see any actual positive outcome from it, (they) just won’t bother,” he said.

Somerset Coun. Catherine McKenney expressed similar discontent about two weeks ago when the planning committee approved a 27-storey tower on Metcalfe Street, even though it runs counter to the three-year-old community design plan for Centretown.

Efforts to build something on the Rideau Street sites go back more than a decade.

Council approved a zoning bylaw amendment for the main portion of the site, 560 Rideau, in September 2003. It was appealed to the Ontario Municipal Board, which ruled that the site could be developed up to nine storeys. Subsequent to that 2004 decision, Richcraft bought the property to the west and filed the revised proposal, which the planning committee will consider on Tuesday.

The latest iteration initially called for 18 storeys, but that was later reduced to 14 with the tower portion shifted east to corner of Rideau and Cobourg streets.

Rollins said the height is a problem because the lot is too shallow to allow for a proper transition from the highrise building to the low-rise developments behind it.

Meanwhile, Action Sandy Hill was also disappointed to learn Trinity Group is taking its proposal for a development at the corner of Rideau and Chapel streets to the OMB because the city didn’t meet the legislated deadline for responding in time.

The Trinity proposal initially envisioned two towers — one at 27 storeys and the other at 32 storeys, to be located at 151 and 153 Chapel Street — but those heights have since been reduced to 28- and 26-storeys.

A pre-hearing will be held in August.

When Trinity first filed its application last year, Rideau-Vanier Coun. Mathieu Fleury said he wanted the company, and others like it, to wait until the community design plan was completed before proposing new developments. He also said his vision for the Rideau Street corridor is a traditional mainstreet with buildings rising to a maximum of nine storeys, with good setbacks, public spaces and ground-floor retail.

On Thursday, the councillor reiterated this position and added it makes little sense for the planning committee to review Richcraft’s application before the committee has approved the new neighbourhood plan.

Fleury isn’t a member of the committee, but said he is exploring mechanisms to delay the consideration of Richcraft’s application.

“I just wish the applicant would wait,” he said.

Too tall, too bulky, ugly, uniform design. Typical Richcraft.

too tall and too bulky don't really work together in the same sentence regarding a project like this. even taller and less bulky can work from a developer's standpoint, or shorter and even bulkier. what would the neighbourhood prefer?

Sandy Hill residents and community groups were upset committee members chose to ignore the established plan for the area, as well as the new Uptown Rideau community design plan (CDP), which should be finished this fall. The documents call for a height limit of six storeys on the south side of Rideau between Chapel Street and the Rideau River, though a decade-old Ontario Municipal Board decision ruled nine storeys was OK for 560 Rideau.

“Having to be here today to oppose a development proposal which does not conform to either the current or draft (community design plan) makes a mockery of the city’s stated goals about providing certainty to both residents and developers,” Sally Southey told the committee.

“If the only certainty in civic consultations is that civic consultations mean nothing, why bother with them?,” asked another Sandy Hill resident, Brian Murphy.

Kitchissippi Coun. Jeff Leiper wanted the committee to defer the decision until the Uptown Rideau plan is approved, saying: “Until council says ‘this is our policy,’ it is not our policy.”

Tobi Nussbaum, who represents the Rideau-Rockcliffe ward, agreed with Leiper’s suggestion, and added he was troubled by a staff recommendation to approve something based, in part, on a document he was prevented from looking at (Nussbaum apparently asked for a copy of the draft CDP and was told he couldn’t have it; staff later clarified no such draft document exists yet).

The Leiper motion was defeated, clearing the way for committee to ultimately approve Richcraft’s proposal by a vote of 7-2.

Afterward, Rideau-Vanier Coun. Mathieu Fleury said he agreed the committee’s stamp of approval undermines the ongoing Uptown Rideau CDP process.

Initially, it was supposed to wrap up last year, but there have been internal delays, which Fleury said might have prompted Richcraft to proceed with its application. “I still think it’s sad they couldn’t wait two more months,” he said.

Council will have the final say on the rezoning application on Aug. 26. If approved, there is a special designation on the file that prevents Richcraft from breaking ground until the city is satisfied certain design criteria are met.
