I wouldn't be so sure. China seems to be building a lot of empty "skyscraper cities" lately in anticipation that they'll become a high density place. Only time will tell, but it hasn't been a successful venture in many areas of that country.

I'm sure Tianjin is a more urbanized area already though, although I know little about that city...

it's a new CBD. The old one has more European heritage buildings (Tianjin was a treaty port) and not a huge amount can be built, with many of the new developments mid-rise and brick faced etc.
