From what I have seen it has one sprawly shopping center with the regulars (such as a super market) near the lake shore that looks to have been built on an old industrial site. Even that though has some odd quirks to it, such as the tram line running right through the parking lot.
The city was economically depressed for many decades, so it did not suffer much "urban renewal" from the 50s to the 80s, but it did stay somewhat afloat as the regional Centre and an influx of American draft dodgers that fled to Canada during the Vietnam War.
Another interesting point is that when all of BCs energy suppliers were consolidated into a single crown corporation (BC Hydro) Nelson refused, and to this day they still own their own power supply (a dam).
As for Rambo, that was filmed in a small town called Hope about a two hour drive east of Vancouver.
Roxanne though (with Steve Martin) was completely filmed in Nelson along with a few other notable movies.
There is not so much spillover from Vancouver and Calgary as there is in other interior locations (such as the Okanagan and the Cranbrook area). Most people there seem to be from surrounding communities (or Nelson itself) and those who do move there from out of town seem to become pretty perminent themselves. What I mean by that is it is not the traditional spillover one sees where people buy a second house or they keep their lives in Vancouver / Calgary and live part time by distance. (For the most part, that is)
