After a request for proposals process that started in July 2021, the city and Philadelphia Industrial Development Corp. announced the selection of Philadelphia-based National Real Estate and Washington, D.C.-based Frontier Development on Tuesday afternoon. Method Co., Smith & Roller and BKP Development Group are also collaborating on the project.

The long-vacant 247,196-square-foot former Family Court building at 1801 Vine St. is planned to include a restaurant, bar and event space in addition to the 250-room hotel. The new African American Museum in Philadelphia would be built on the 88,000-square-foot parking lot at 1901 Wood St., which is managed by the Philadelphia Parking Authority.

In total, it’s planned to be an 850,000-square-foot project and cost estimates on the development have not been disclosed.

The development is estimated to be completed in 2028 at the earliest, but the complexity of the project, which includes historic rehabilitation, could force it to take longer. The city owns both properties, 1801 Vine St. and 1901 Wood St., and the transaction structure is part of ongoing discussions to finalize the terms of the deal.

The team of developers are also drawing up plans — as seen in renderings for the project — for a 30-story apartment tower with 500 to 600 units on the 1901 Wood St. lot. The apartment tower would be built at the same time as the rest of the project. More specific details are still being decided.

Family Court Building Gets a New Developer and New Renderings

Random question, but the end date of 2028, is that for the whole thing? Including renovations on the historic structures? Cause I could see the tower starting next year (if they really wanted to) because the developers behind this so far seem unbothered by rising costs

LSNA neighborhood meeting?

Did anyone happen to attend the LSNA special meeting held last night regarding this project?

I like how the museum takes some inspiration from D.C's

The whole project is perfect for the area.

Proposed residential tower could add up to 600 units near Family Court redevelopment

Central to that process is the design of a residential tower at 1901 Wood St. that could stand around 30 stories tall and have as many as 600 units. The specifics, though, are still being decided, National Real Estate Development Senior Director Bill McDowell said Tuesday night at a community informational meeting held by the Logan Square Neighborhood Association at Moore College of Art and Design.

The long-vacant 247,196-square-foot former Family Court building at 1801 Vine St. is planned to be converted into a 250-room boutique hotel, with restaurant, bar and event space. At the site of a parking lot at 1901 Wood St., the developers are planning a new 75,000-square-foot site for the African American Museum in Philadelphia which will relocate from its current home at 701 Arch St., a 60,000-square-foot addition to the Free Library of Philadelphia’s Parkway Central Library, 12,000 square feet of shops and dining, and the residential tower.

Despite current plans, McDowell cautioned that the design of the proposed buildings could change. He noted that the residential tower is being incorporated into the project to help make the development financially viable despite some neighbors’ concerns about the height.

“The tower portion, we took as far away from the Parkway, oriented it north-south so it minimizes the shadow but provides an economic benefit,” McDowell said.

In order to build a tower around 30 stories, National Real Estate Development is requesting a zoning change from the city. Presently, zoning for the site allows for buildings no taller than 125 feet, a figure that's less than half what National would need to build its planned tower.

Without extra height, National would have to build a shorter, longer residential structure that would eliminate public space for the library or African American Museum.

“That would do more damage to the visual aspects of this neighborhood than a tall, slender tower,” McDowell said. “Lower height does not automatically mean that it’s best.”

The city of Philadelphia and Philadelphia Industrial Development Corp. selected the development team after a request for proposals was initially released two-and--a-half years ago. The development team is still negotiating with the city on entitlements and legal agreements to take over the properties involved.

As part of the city’s requirements, 20% of the residential units built will be dedicated as affordable housing and rented to people earning up to 80% of the area median income.

The next two years will likely be spent planning and designing the properties and the first elements of the project could open in about five years.
