Need help

I downloaded the plopable new york townhomes/brownstones and when i go to place it some where the townhome is wrapped in a brown wrap what is this and how do i get it off? it looks like it;s wrapped in a brown present

That means you need Add-ons, textures, etc.
You should find the files you need to download in the Readme (inside the compressed file). If there's not in there, then go back to Simtropolis, open the new york townhomes/brownstones's window, and check which things do you need.
