Do you ever have a clue what you are talking about? If by the "Bay Area" you mean the Central Valley or perhaps even the South Bay (in spots), you might be sort of right about the air if wrong about the geography, but the central Bay Area--Oakland and especially SF--normally has some of the cleanest air in North America because the prevailing west wind blows all the pollution eastward into the Central Valley leaving the local air pristine.
The problem recently has been an unusual "blocking high" pressure system which has both kept it from raining in what should be the early part of the rainy season, thereby encouraging fires, but also shifting the wind patterns in the Bay Area so that the wind comes from the east and not, as usual, from the west.
