I believe it could be because as the building gets taller, it seems to be getting slower. When the building was growing out of the ground, it seemed to be growing tremendously fast. Now that the building is much taller, one or two floors does not seem to be a lot. That is why it seems to be gowing slower.
But, I must also admit that it seems to have slowed down. Oh well, as long as they finish it, I will not care how slow it took.

Well, if you look at the renders, you can see a definite "split" around floor 28. getting there went really fast and then they were working on this 28th floor for months and months.
Even if the building didn't gain height during those, it did get much of its cladding done and undoubtably a lot went on inside. Now that they've started adding floors again the height is actually once more increasing at an impressive rate. It ain't Burj Dubai during its fastest growth but they're adding three to five floors a month now.

The 37th floor took just 6 days to be build, so they're back on track.

I dont get how creating all this office space at the same time can be beneficial for Dubia's real estate market, not to mention the incredible competition for construction labor and materials.....?

Most of the towers are residential or hotel apartments. Even this one has only 30 commercial floors, out of a total of 86.

The Index on 15 Oct 2007 by Imre Solt

To me, The Index looks top-heavy. Probably because I did not see any picture of it until these most recent ones. Also, since construction was slow a while back, I got used to being only around 30 floors; but now it is at 40 floors. It seems that construction has picked up!

The cladding looks dark.
This tower is going to have quite a presence.

Hugs to Imre! I love the scale of this thing, and the new pics really show that off.

And to think The Index will be as high as Rose Rotana when it's finished. Awesome building!

Thanks for the update !
Foster could have made this design in 1985. This building will be the least futuristic in Dubai.

On the skyline it may be dwarfed by the BD, but on ground level it will deveintely dominate a pretty large area around, possibly all the way to the Downtown BD.
