I doubt the second one was, but the first is completely plausible.

Wouldn't the view of downtown be blocked by mountains?

Probably blocked, but maybe not from that vantage point, and it appears to have been taken from a roof.

You're probably right about that second picture. When I stumbled across it it was obviously labelled wrong.

That might the railing on the ramp from the southbound Golden State freeway where it turns into the westbound Santa Monica freeway.

This one's of Windsor east of Goyeau St. looking SE from Hart Plaza in Detroit last year:
