I've noticed that when the renovations to the intersection of City Parkway and 104 were completed, there was a concrete divider that blocked off access to the Safeway parking lot if you were going south on City Parkway.

In the last week, that divider has been trimmed back. I wonder if Safeway complained or if its for dump trucks taking out all the dirt.

Also, what happens to all the earth that gets removed for these towers? It has to go somewhere, right?

Depends on the quality of the fill.
It can be used at other construction sites or dumped in Georgia Strait.

Is the fill dumped into the ocean a lot of the time?

Yup

It just needs to be clean and they need a Federal permit under the Canadian Environmental Protection Act.

They're digging the hole so yes approved, will be under construction in the next 2 or 3 months once they start pouring the foundation.

Guess the topic title should be changed or can just wait until they start the foundation to go straight to U/C.

Probably will only take a month or so. The hole is already fairly deep.

KPU is moving into 3Civic plaza's podium

Looks like KPU is moving into 3Civic plaza's podium.

"Kwantlen Polytechnic University (KPU) will expand its commitment to the region south of the Fraser with a 30,000 square foot (almost 2,800 square metre), three-storey site dedicated to professional development, business and innovation at 3 Civic Plaza in Surrey City Centre." - KPU website

Damn Surrey Central, SFU and KPU! Not to mention several other small private colleges.

Great Northern Way and Surrey Central are the most exciting areas for post secondary education in the region.

I think Surrey central is developing quicker but really quickly? Id say Metrotown and Brentwood qualify as really quickly. Surrey is definately on the right track but I will call it quick when we have 5 or 6 cranes in the skyline at any given time.
