I think you meant Odysseus ... Oedipus is the one the Oedipus complex is named after (are you trying to tell us something?

This design is like Jason crawling out of a rural lake after drowning there in the pomo 1980s. But it does do one thing the final design does not - it has a taller feel. I think this is mainly from the partitioning of the massing where balconies begin a third of the way up, and then also where the topmost couple balconies emphasize the penthouses perched at the very top of the tower. So it might've been nice if the final design had taken a general cue of this sort from, say, 340 OTP, but more minimalist.
