This is the usual SOP of the FAA. They ask or give these recommendations, studies are conducted, further studies, and a compromise.
The FAA sometimes does get its way or not; as seen in other U.S. projects, the developer has a good chance of coming out the winner. Not to say that sometimes FAA action results in height chops, but they usually approve most developments at the height proposed. Even in FAA heaven, Miami, the same trials and tribulations occurs.
A tower such as this, given the proximity of Columbia, will not be a big deal, once the studies are conducted and a evaluation is made. But like anything else, the FAA has to go through the routine.
