Offices, apartments in latest proposal for 1 Light Street

A 404-foot glass apartment and office tower would spring from a Light Street parking lot near the Inner Harbor under a Virginia developer's proposal put forward Tuesday.

Metropolitan Partnership Ltd.'s plans call for a 33-story building, with roughly 340 apartments and 10 floors of offices atop a 646-spot parking garage. The garage would be hidden behind a stone facade about as tall as the neighboring Thomas Building, a historic French Renaissance-style structure owned by McDonald's Corp., which has a restaurant on the ground floor.

The current proposal for 1 Light Street adds 10 floors of offices to the plans for a 22-story, $110 million apartment project presented last summer, when the Baltimore Development Corp. backed $28 million in bonds to help pay for the parking garage.

The addition of office floors in the tower plan likely reflects interest in the office space, possibly from M&T Bank. The bank's leases at 25 S. Charles St. and at Montgomery Park are set to expire in 2016 and a bank official attended Tuesday's meeting.

"We don't comment on negotiations that are not yet complete," said David Gillece, regional managing principal of DTZ, which is handling the search for M&T.

The company expects to remain in downtown Baltimore, said spokesman Phil Hosmer, who declined to say if the company is negotiating to lease the 1 Light Street offices.

"It's for further development of the financial district," Metropolitan CEO Cary M. Euwer Jr. told city officials Tuesday. "It supports what we're doing at 10 Light."

Metropolitan is converting the historic Bank of America building at 10 Light Street into apartments. Euwer declined to comment on the project beyond his public remarks.

Development on the 1 Light Street site, where the Southern Hotel stood until it was demolished in 2000, has been discussed for decades without coming to fruition. Metropolitan's entry into the project as a joint venture partner with the site's owners was hailed by city officials as a sign that something might actually happen on the lot, a key downtown block.

1 Light St. plan draws praise, but design panel wants more landscaping

The city’s Urban Design and Architecture Review Panel on Thursday approved the schematic design for a mixed-use tower at 1 Light St. But panelists said they want to see more thought put into the tower’s street-level presence before they grant final approval.

The building would include 10 floors of office space, 14 residential floors, a seven-story parking garage and first-floor retail with the potential to reactivate a prominent corner in Baltimore’s central business district. M&T Bank Corp. is considering moving its local headquarters to the building.
“This project, along with the Mechanic [Theatre] site, could really serve as a major catalyst for the revitalization of Baltimore Street,” UDARP panelist Richard Burns said.

Since the project was presented in January, major changes included moving street drop-off points and sloping the building’s roof to direct onlookers’ eyes to the tower at 10 Light St. While the five-member panel generally liked what it saw during its Thursday meeting, panelists’ main criticisms came back to the streetscape – the tower’s physical relationship to surrounding buildings, and how it will enhance the block’s street life.

Burns and other panelists wanted to see more continuous landscaping surrounding the building, including the neighboring Thomas Building that sits on the same block. There are only trees and brick sidewalks planned for the Light Street and Redwood Street sides of the building.

1 Light Street developer paying to send Baltimore deputy mayor to China

Tarbert, the deputy mayor for economic and neighborhood development, will be heading to China from Nov. 3 through Nov. 8 looking for investors for the 1 Light Street development, according to city documents. The 28-story office and apartment tower is being built downtown by Washington, D.C.-based Madison Marquette. The company is co-developing the project with Reston, Va.-based Metropolitan Partnership Ltd., which redeveloped the neighboring 10 Light St. apartment tower.

The 1 Light Street tower is currently under construction. M&T Bank confirmed it was in discussions to move its regional headquarters to the building, but nothing has been announced.
