Is there a specific reason the sizes vary so little?

Jumeirah Lake Towers (the complex seen in the image) has specific height standards. First, every tower is apart of a cluster of three towers (except for Almas Tower which is the centrepiece of the development). Within each cluster, two towers are the same height and the third tower is 5 floors taller. The towers closest to Sheikh Zayed Road are 35 and 40 floors. The towers that are closest to Jumeirah Heights are 40 and 45 floors.
