I've visited Montreal about 30 times in winter, and I can assure you it is far nicer and far busier in the summer. The sidewalks empty out in the evenings when it is cold. In the spring and summer, cities in the northern part of North America come alive. So, cities might look pretty after a fresh snowfall, but it does not make for pleasant sightseeing. Aside from ice skating, and occasional toboganning, there are not a lot of city activities to do in winter.
