By October the Glass Will Most likely Be At The 93 Floors-ish. The PA Says December the Building will be Fully Covered So, I would say 90th Floor by October. But Remember its The PA.

I know this might have been asked / answered already, but are there any plans in place to continue the way they light the building up at night once the building is completed and occupied?

Doesn't seem like it. That's the one thing American cities like New York lack, brightly lit buildings. Seems that would really add to the skyline.

The only city I've seen with a nicely lit skyline is Charlotte, and it really made it look more impressive than it otherwise would have been.

I take it you've never seen the New York skyline then, but that's another issue.

This tower, though it's not complete, is already pretty bright, as is tower 4. But once complete it will be a spectacle of light.

New York looks very futuristic at night, especially at Top of the Rock looking down at Times Square during the nighttime.

Also, look at just how bright 1WTC and 4WTC are.

Exclamation Nicely Lit

New York City is well lit up; The buildings of NYC are well-dispersed; the concentration of buildings, tall buildings especially, is enough to keep the city well-lit especially when viewed even from the International Space Station.
Another thing; NYC is really aiming to become one of the greenest cities out there.

I saw an advanced screening of DKR,and 1WTC is like the backdrop building because it looks as if 1 Liberty Plaza is the Wayne Enterprise Building. Not going to go in depth but they used 1WTC in many scenes to convey a 9-11 look-like-event for Gotham.A very deep movie.
