I've never seen foam sprayed onto a retaining wall like that - is it because it leaked?

The first floor does. The second and third floors are parking. They couldn't do it all underground because the water table is high in this location (close to the river). It will have fake windows (Like in the first phase - you can see in the distance) to make it so you can't tell it actually a blank wall.

Water Centre is a municipal office for employees of City water works.

don't you mean flood control measures as high water tables are easily dealt with

Now for something from one of Canada's smaller cities - here are a few of the bigger projects on the go in North Bay. All of these pics were taken within the last few weeks.

Phase one of Marina Point - the adjacent 6 storey 2nd phase will be starting soon.


The new 100 room Holiday Inn Express is just getting started, and another 200 room hotel is slated to start construction right next door.


The Watersun Condo project should be complete this spring.
