During World War II, Iowa served as a presidential shuttle in the Atlantic Fleet, moving President Roosevelt to and from the Tehran conference. When transferred to the Pacific Fleet in 1944, Iowa shelled beachheads at Kwajalein and Eniwetok in advance of Allied amphibious landings and screened aircraft carriers operating in the Marshall Islands. During the Korean War, Iowa was involved in raids on the North Korean coast, after which she was decommissioned into the United States Navy reserve fleets, better known as the "mothball fleet." She was reactivated in 1984 as part of the 600-ship Navy plan, and operated in both the Atlantic and Pacific Fleets to counter the recently expanded Soviet Navy. In April 1989, an explosion of undetermined origin wrecked her #2 gun turret, killing 47 sailors.

Iowa was decommissioned for the last time in 1990, and was initially struck from the Naval Vessel Register in 1995. She was reinstated from 1999 to 2006 to comply with federal laws that required retention and maintenance of two Iowa-class battleships. Iowa is currently berthed with the National Defense Reserve Fleet at Suisun Bay, near San Francisco, California, and is awaiting donation to a not-for-profit entity for use as a museum ship.

Porsche departed from the traditionally product-oriented public announcements at this year’s L.A. Auto Show with news that the company plans to build a Porsche Experience Center in the city of Carson.

The facility, only the second in the country and the fifth in the world, will sit on a 53-acre section of land just off the 405 Freeway near the interchange with the 110 Freeway. Much of the space is currently the Dominguez Hills Golf Course and at one point the area was a landfill.

The proposed facility would feature a test track, a driving skills course, driving simulators, an athletic center, a restaurant, and of course, a Porsche showroom.

Porsche hopes to break ground on the center in the summer of 2012.

“We’re very excited about the prospect of having such a world-class facility in the City of Carson,” said Mayor Jim Dear.

The mayor said the project will help put the city of about 92,000 people on the map, and should help turn Carson into a destination rather than just an exit off the 405 Freeway.

“People who have never been to Carson before in their life will come,” Dear said.

The facility is a completely private venture with no public financing or tax incentives, Dear said. He hopes the facility and its presence in Carson will bring about 300 jobs to the area.

Porsche says the handling course at the Porsche Experience Center would allow instructors to simulate rain, ice or snow conditions, somethings Southern California residents might not otherwise encounter. Also planned is an off-road course, the better for Porsche to promote the handling capabilities of its SUV and all-wheel drive vehicles.

Dear also said the facility would have a young-adult component, teaching new drivers skills that will allow them to be “the safest driver they can be.”

The automaker is expected to submit to Carson’s planning department a formal application for the Experience Center next week. Once that department approves the plan, it will go before a nine-member planning commission made up of local residents.

The Carson City Council will then have final approval.

During the review process, the effect the facility could have on local traffic, air quality, noise pollution and the environment will be studied.

Porsche has already signed a lease with Watson Land Co., which owns the land for the proposed Experience Center.

Because the site was at once a landfill, the Environmental Protection Agency and California’s Department of Toxic Substances Control will have oversight of the land’s redevelopment.

The summer 2012 timetable for breaking ground is assuming there are no delays in the environmental remediation action plan.

Hogwarts is coming to Hollywood.

Universal Studios is planning to build a replica of its successful Florida Harry Potter theme park in Los Angeles, said people familiar with the matter but not authorized to discuss it publicly.

A contract between Comcast Corp.-owned Universal and Warner Bros., which made the "Harry Potter" movies and controls licensing rights to author J.K. Rowling's books about the boy wizard, is being finalized and should be done within the next few weeks, the people said.

The new attraction is expected to open at Universal Studios Hollywood no earlier than 2015.

The Wizarding World of Harry Potter at Universal Orlando has drawn more than 7 million people and was a primary driver in a 36% boost in attendance at the theme park in the first three months of 2011.

Families have flocked to the park to go on Potter-themed rides, like the Flight of the Hippogriff, visit replicas of Potter locations like the Three Broomsticks Inn, and even drink a re-creation of the story's famous butterbeer.

Universal was not the only entertainment company seeking to replicate The Wizarding World of Harry Potter in Southern California. Walt Disney Co. also held discussions with Warner to secure the rights for Disneyland in Anaheim. Recently, Disney signed a partnership to create attractions based on 20th Century Fox's "Avatar," the first of which will begin construction in Orlando in 2013.

A remaining question is where the Potter rides and shops would be placed at the land-strapped Universal Hollywood. In order to make room, the park would likely have to remove or retrofit existing rides.

News of the deal was first reported by the Wall Street Journal.

The Wizarding World of Harry Potter was trumpeted at Universal Studios Hollywood on Tuesday, as California Gov. Jerry Brown and top officials from Warner Bros. and Universal Studios promised the creation of thousands of new jobs and the expenditure of hundreds of millions of dollars in building the new West Coast attraction.

But don't hold your breath: The new attraction will not open until at least 2016.

"It is a great day when we see investment in California and investment in the imagination," the governor said.

Universal Studios' President and COO Ron Meyer and Warner Bros. Chairman and CEO Barry Meyer said the new park would cost "several hundred million dollars" to construct, and create more than one thousand jobs on the Universal City lot and many more in the surrounding area. Los Angeles County Supervisor Zev Yaroslovsky applauded the "quality jobs" that he said would come with the creation of the new attraction.

Guests at the Tuesday morning press event were served mugs of Harry Potter's signature drink "Butterbeer," and watched a video greeting from Los Angeles Mayor Antonio Villaraigosa, who is visiting China on city business. Also on the stage, under a marquee reading, "Hogwarts Is Coming to Hollywood," were "Harry Potter" actors James and Oliver Phelps, who play the mischievous twins Fred and George Weasley in the boy wizard films based on the wildly successful novels by British author J.K. Rowling.

The new attraction will be constructed entirely within the existing Universal Studios property, those making the announcement said. There will be no new real estate purchased for the creation of the multi-acre Wizarding World of Harry Potter.

But the West Coast construction will occur in tandem with an expansion of the Wizarding World at Universal Orlando. That 20-acre attraction, which opened in June 2010, drew more than 7 million visitors in the first year, and led to a 68% increase in attendance for the first three months of 2011.

The Los Angeles Potter park will closely resemble its Florida cousin, said Universal's Meyer.

"When you first see Hogwarts Castle and ride Harry Potter and the Forbidden Journey, you will find it an unforgettable experience," Meyer said. "This will change the face of tourism in Southern California."

A new anchor tenant, parking structure and two-story mall wing are in store for Torrance's giant, but outdated Del Amo Fashion Center.

The plans were contained in a "minor modification permit" of a 15-year-old previously approved redevelopment scheme. Community Development Director Jeff Gibson signed off on the new permit Oct. 31.

His administrative approval means the updated plan requires no additional scrutiny by the Planning Commission or a public hearing before construction can begin. Gibson determined the plans for the mall were not significantly different from previous approved proposals and, therefore, no review was necessary.

No timetable for the mall revamping was given, but the existing entitlements for redevelopment of the property expire in May 2013.

The new Ikea -- west of San Fernando Boulevard and south of Providencia Avenue -- would be 470,000 square feet, or about the size of eight football fields, the company said. Ikea said it hopes to receive approval and complete construction of the store in time to open in 2016. Until then, the existing Burbank store will operate as usual.

How does 470,000 square feet measure up in Ikealand? The store in Kungens Kurva, a suburb of Stockholm, would remain the largest Ikea in the world, at about 594,000 square feet. The next four largest Ikeas are in China, store spokesman Joseph Roth said.

The proposed Burbank store, however, would eclipse what is currently the largest Ikea in America, the store in Schaumburg, Ill., outside of Chicago, which is reported as 450,000 or 458,000 square feet, depending on the source.

The new Burbank store also would dwarf existing California stores in Covina (325,000 square feet), Costa Mesa (308,000), East Palo Alto (290,000), Emeryville (274,000), West Sacramento (265,000), Carson (220,000) and San Diego (198,000).

MONTEREY PARK - Twelve hundred new jobs, 500,000 square feet of stores and restaurants and the city's very own "big box" retail center are coming to town in the new Market Place development the City Council approved Wednesday.

Councilmembers unanimously approved the development agreement, EIR and tentative tract map Wednesday for developer M&M Realty Partners. Members expressed relief that the project was underway.

Just off the Paramount exit north of the Pomona (60) Freeway Market Place will feature 500,000 square feet of retail space, including stores, restaurants, a bank, a fitness center and 2,500 parking spots. M&M officials said Wednesday the company remains in negotiations with several national chains, but confirmed that the development will include a Home Depot.

City Manager Paul Talbot said if all the pieces come together as planned, the project should be completed by April 2014.

"It's 45 acres on the freeway," he said. "You just don't have a 45 acre site come up that often."

Once completed, Market Place will be the largest commercial development in the city by far, consultant Chet Yoshizaki said.

Yoshizaki said the development will garner at least $1.3 million in sales tax revenue and $170,000 in property taxes, and will create 600 temporary construction jobs and 660 permanent retail jobs.

PALM SPRINGS — The city’s approval of a proposed revitalization of the ill-fated Desert Fashion Plaza evoked a sense of déjà vu for some longtime Palm Springs residents

Others believe the City Council’s approval of developer John Wessman’s plan would be a historic step forward — one necessary to solidify Palm Springs as a tourist destination.

The project proposes replacing most of the downtown mall with three new city blocks that would include retail, restaurants, office space, new city streets and a six-story boutique hotel.

The approval was granted with conditions that, among other things, require Wessman to study ways to provide shade for pedestrians and to restudy the elevation of the office building that fronts on Palm Canyon Drive. The City Council also asked Wessman to tweak the hotel’s architecture.

The approvals allow Wessman to begin construction documents on the project.

According to an approved financing agreement between the developer and the city, Wessman needs to have those submitted to the city by May 31 so construction can begin Sept. 30.

The approved applications include a site map for the entire 13.5-acre project, three architectural plans for the development of three city blocks; and an application for the hotel.

The project is funded by a percentage point sales tax increase voters approved last year estimated to raise $200 million over 25 years, with $43 million set aside to help Wessman revitalize the downtown mall
