None of that used to be there. ^^^
I looked it up, (never under estimate the power of Emporis
), and it is the China World Trade Center Tower III. Maybe that's why there's a resemblance to the base of the twins. It'll be their new tallest at 1,083 feet tall and 80 floors.
Emporis has an embedded GoogleEarth aerial image of building sites. This is only visible to editors and the pay version however. I identified the building by using that feature to spot existing buildings in the picture that DUBAI2015 posted and in the aerial image from GoogleEarth. Note that short rectangular shaped curved brown and black building in DUBAI2015's picture, in the foreground. Also, once you find the site of that tower you asked about, you'll also see the foundation work for that other tower at the top of this thread. In GoogleEarth that one is about 5 inches to the northeast.
If you open your version of GoogleEarth and type in the building's address it doesn't find it. However, if you go to Beijing it'll zero in on the city with the little "Beijing, China" pinpoint. Near the center of the picture you'll notice a body of water and then right next to it there's a large square, (this is the Forbidden City). Now scroll to the right a few inches and you'll notice a pocket of highrise density there. You'll know you've found it because of the shadows casted by the skyscrapers. Zoom in on that area and you'll see the area shown in DUBAI2015's picture. Find that rectangular building I mentioned above, and then just north of it there's a large construction site. That's the tower you asked about.
Emporis' page on it with renderings.
