Lansing Metro is far larger than that. Metro Lansing has a population of 455,000, and a CSA (economic trading area) of 526,000. Even the urbanized (built up) area is 300,000.
Yeah, the streets are torn up for the decades long CSO (sewer separation) project, which was required by the feds because every time it would rain, raw sewage would flow into the Grand. This has been required of plenty of other municipalities in Michigan. I believe Lansing is in the middle of this project, it just so happens that it has hit downtown over the past few years, and deservedly so seeing as how much of the sewer system is well over 100 years old.
