ive never been to that part of canada...
i would have never thought a city like that would be in saskatchewan,

Looks like a neat clean-cut mid-sized city. Clean air, water and streets (from trash). The park is awesome! Great place to take a family on a warm day.

McCallum Hill Centre I (left) was built in 1985 (im asumming that is when they began construction),
and McCallum Hill Centre II (right) was built in 1992.

It's called Victoria Place. The addition is being built by Kensington Developments, who is also building The Gardens on Rose just a block or two down the street.

Agreed.

If they at least painted the structure a uniform colour- say red, it would'nt be as bad. Maybe the design firm was colourblind.
