I think I've figured out the difference between steps and stairs (at least as I understand them). Stairs are an unnatural form, while steps are built into, or are a part of their environment. I'd consider 10, 11, 13 to be steps.

Not that this matters to anything, just a mental ex cerise on my part. I vote 13.

Damn it, I'm paying the price for rarely looking at the forum. I have dozens of photos that would have been great for this contest. Stairs are something that always catch my eye when I'm taking pictures.
