Macau - Cancelled/Projects on hold?

I visited Macau recently for a day. During my tour, it was brought up that many of the hotels/casinos on the Cotai strip were being cancelled or being put on hold. One of the "interesting" buildings that were mentioned were THIS one:

What is the name of this, building? I could not get over how it looked like something out of Pirates of the Caribbean.

I was just in Macau last weekend. The Galaxy has already been completed 2 years later, and looks like this:

The mall around the casino is very sumptuous, and the casino floor is gigantic. There appear to be other projects just past the Galaxy which may or may not be on hold now.
