Best Cheap Point-and-Shoot

Is it possible to get a decent point and shoot for $150-$200? Anybody have any recommendations? Who makes the best ones? It needs to have a video mode.

i picked this one up today for my sister

i think its worth the extra 30 bucks over your budget...

12mp, 5x zoom, and 720p video were big selling points for me, closest priced canon model didn't even come close and thats what I was intending to buy when I walked in.
