I think someone needs to define spire/antenna/flagpole/mast..

I think it should have something to do with a percentage of the building's average width. Or gradual decreasing width percentage from the roof top or ornate building top.

I don't know how that would be measured, or who would decide that appropriate percentage, but I think it should not include such a drastic decrease in size as a flag pole or any pole, antenna, etc.
