Latest news is that Phillips 66 has switched contractors on this project, removing WS Bellows and giving the work to Gilbane, per HBJ.

I have no idea why they replaced contractors on this project. 10/31 by cloud713 at HAIF. Note the orientation of the cranes:

Topped out today. Despite the replacement of the lead contractor, this one continues to completion.
