In December 2012, a devastating fire damaged the landmarked Church of St. Luke and St. Matthew at 520 Clinton Avenue in Clinton Hill. Now the congregation, in partnership with the developer Hope Street Capital are seeking to transfer the sanctuary's unused development rights to a corner property at 550 Clinton Avenue. The transfer will allow for a 29-floor, 312-foot tall residential building designed by Morris Adjmi Architects to be built. The tower would sit across from Forest City's Pacific Park development. Presumably, proceeds from the transfer will go towards the restoration of the sanctuary. The listed architect of the rehab is Li Saltzman Architects.

Morris Adjmi-Designed Residential Tower Coming To 550 Clinton Avenue In Brooklyn’s Clinton Hill

The proposal would be a dramatic improvement over the site’s current condition. The retail fronting Atlantic Avenue would be quite inviting, with floor-to-ceiling glass contrasting against the more traditional materials up above, resulting in a welcoming space for passersby.

In terms of scope, the retail component would measure 34,258 square feet, while the residential space would total 202,041 square feet. There would also be 1,682 square feet of common space. The as-of-right zoning only allows for 96,912 square feet of space, however the rezoning would also come with a transfer of air rights from the neighboring Church, totaling approximately 70,000 square feet.

Hope Street Capital is the developer, and LPC approval is required as the project will sit nearly adjacent to the landmark Church of St. Luke & St. Matthew. The proposal would merge the zoning lots of the Church with several adjacent properties, leaving those immediately south intact. A string of low-slung and rather forgettable structures would be demolished fronting Atlantic Avenue.

The Landmarks Preservation Commission asked the team seeking approvals for the restoration of the Church of St. Luke and St. Matthew along with the transfer of 60,000-square feet of the church’s development rights to come back with refinements due to concerns about the “extreme use of composite repairs” in the restoration. The patching is to replace eroded brownstone elements found throughout the 125-year-old landmarked structure. One commissioner believed the use of the material is not reflective of a first-class restoration effort and ultimately asked the architect to return with assurances that matching materials will be used.

Morris Adjmi’s First Brooklyn Skyscraper At 550 Clinton Avenue Heads Back To LPC After Revisions

Recent new development in Downtown Brooklyn has been on a historic scale, having been ranked among the most significant growth spurts for a single neighborhood in the city’s history. Plans to build a 29-story residential tower at 550 Clinton Avenue in Clinton Hill will spread the boom slightly further out. YIMBY reported on the design in January of this year when it was first proposed to the Landmark Preservation Commission (LPC). After receiving feedback, its architect Morris Adjmi is returning to the LPC with what may be the final design.

The 312-foot tall building will bring 34,260 square feet for commercial-retail use, and 202,040 square feet for residential use. The as-of-right space allowed by zoning is 96,920 square feet, which is why the developers purchased 70,000 square feet from a neighboring community facility, the Church of Saint Luke & Saint Matthews.

Following comments from the commissioner, the development will now include a more extensive restoration of the church. Changes to the new tower’s façade are also significant. Most noticeable is that the precast concrete will be whiter. The windows will also be darker, increasing the contrast to the concrete edifice. The most significant change is with the building’s cantilevered slope, which will rise nearly twice as high without increasing the distance it rises over, making the angle less noticeable.

As described by Adjmi to YIMBY, “There is a more extensive restoration program for the church and we modified the design of the tower in response to the commissioners’ comments.”

High-rise tower next door to historic Clinton Hill church approved by City Planning Commission

On Monday, the City Planning Commission approved rezoning measures for a Clinton Hill residential project with an unusual proviso — the obligation to repair a neighboring landmark.

Jeffrey Gershon’s Hope Street Capital is required to renovate the Church of St. Luke and St. Matthew in order to obtain a special zoning permit for residential construction at 809 Atlantic Ave.

The unusual construction scenario is governed by Section 74-711 of the city Zoning Resolution, which allows a developer to construct a bulkier building in exchange for setting up a continuing maintenance program for a contiguous landmark.

Morris Adjmi Architects designed the proposed pre-cast concrete and glass apartment complex at 809 Atlantic Ave.

According to an environmental assessment statement the developer filed, the project would have approximately 333 apartments, with about 67 of them being affordable-housing units, and retail space.

The design calls for a 29-story, 337-foot tower and an adjacent four-story, 62-foot building. The two edifices would be joined by a third- and fourth-floor corridor, the environmental assessment statement says.

Monday’s City Planning Commission vote moved the proposed project a step closer to a ground-breaking.

For several months, it has been working its way through the city’s public review process known as ULURP, or the uniform land use review procedure.

The next step will be City Council scrutiny and a vote.

Earlier in the public review process, the project was known by another address, 550 Clinton Ave.

The development site has frontage on Vanderbilt, Atlantic and Clinton avenues.

The Church of St. Luke and St. Matthew, which will be repaired, was constructed between 1888 and 1891, according to the Landmarks Preservation Commission’s designation report about the property.

The Northern-Italian Romanesque building is located at 520 Clinton Ave.

Architect John Welch designed the Episcopal house of worship, whose eye-catching features include stained-glass windows and a belfry.

At a Landmarks Preservation Commission hearing in January 2018, the church’s rector, the Rev. Julie Hoplamazian, said the congregation couldn’t afford to take care of the historic church without Hope Street Capital’s assistance.

“We have our share of building woes,” she testified.

At that hearing, the Landmarks Preservation Commission objected to several aspects of Morris Adjmi Architects’ initial design for 809 Atlantic Ave.

In March 2018, preservation commissioners approved a modified tower design.

Atlantic Avenue development proposal advances in City Council

Proposed rezoning measures for a high-rise development on the site of a popular Clinton Hill bar, Hot Bird, moved forward in the City Council on Tuesday.

The Subcommittee on Zoning and Franchises unanimously approved the rezoning for 809 Atlantic Ave., where Jeffrey Gershon’s Hope Street Capital plans to build a 29-story apartment tower.

Part of the site was occupied until recently by Hot Bird, a bar with a patio and a fire pit. The beloved watering hole hosted a goodbye party for its customers in December.

Before Tuesday’s subcommittee vote, Chairperson Francisco Moya said City Council Majority Leader Laurie Cumbo “is in support of this application.” She represents the district where the development site is located.

Her backing is vital because in zoning matters, it’s customary for councilmembers to follow the lead of the colleague on whose turf a development is planned.

Tuesday’s vote was a step in a zoning-related public review process known as ULURP, or the uniform land use review procedure.

To complete the process, there will soon be a vote by the full City Council. After that, the mayor can choose to approve or veto the City Council’s decision or simply let it stand.
