is thier any reason they they just didnt build both at once?

but what a great tower(s),I like the elegant curves and the organic shape,so far though,I dont really cae for the facade,but itll probably grow on me. sure is alot of construction going on there,very good for moscow.

When do they plan on starting the 3rd tower aka the mast of the ship? Also, is the first tower occupied yet, or are they still working on the interior?
